It is not a constitutional right than anyone should complete an 8 year tenure, neither is it the right of Ize Iyamu to become governor. The reason the constitution allows for an election after four years and not eight, is for the masses to vote better options if the incumbent hasn’t meet up with his manifesto or there is another that can do better. IMO no nigeria politician since 1999 has deserved a second term - Because they and their immediate families all became multiple times richer after their tenure.
