No country has the goodwill of entire international community. No matter how small, big, obscure or influential a country is, it has enemy or enemies that will benefit if it goes down. It is state failure that gives such countries the liverage to intervene and settle strategic scores. CIA exploited Soviet faultline which lead to balkanization, India exploited the resentment in eastern Pakistan to establish Bangladesh. Same happened to Ethiopia. The strong support Sudan enjoyed from leading the Arab nations in it's arabization policy of the south did not prevent the south from gaining independence. A failed state is bound to implode if a section is actively campaigning to leave.
