According to court documents filed before the Lagos High Court, Dapo Apara, alleged the former Lagos Governor,Bola Tinubu, demanded that 70 per cent equity interest in the project be assigned to a Olumide Ogunmola - 40 per cent, Adegboyega Oyetola - 30 per cent the current governor of Osun state.

Prior to the contract award, Alpha Beta Consulting LP had no prior experience in collecting taxes on behalf of any any state government and was incorporated in the year 2002, when it received the exclusive contract to collect Lagos state taxes.

If an open and competitive bidding process was done, the contract would likely have been won by EY,KPMG,Deloitte or PWC for a much smaller commission in the range of 1%-3%.

Alternatively, the Lagos state government could have poached the Tax Partners and Senior Tax Manager's in one of the big 4 accounting firms:KPMG,EY,PWC or Deloitte into the Lagos State Internal Revenue Service(LIRS) and made them in charge of leading the increase in internal generated revenue at a much cheaper cost.
