The convention has been that a candidate for IGP would have 4 years of service minimum remaining. That's why they are usually AIGs. Then the officers who are senior to him would be retired in a swoop.
But the convention was swept aside sharp sharp, because it would negatively impact one of theirs.
They can't make a law and abide by it.
