I think it is OK. Why? It's not like they just dash them money. What they have done us to expose them to businesses or companies where they will do some form of internship while the government gives them stipends. Some of these companies might retain them while some if them might get real life experience in a new trade.
Eg. Have you ever wondered how "short time" drive in short rest hotels work? How does the owner know how many guest stayed on hourly basis. Assuming the owner is not permanently on site.
Ie there secrets of business you can never figure out without internship.

It may have increased and I didn't keep up. But it was 15k. Lagos state government has lots of workers earning 25k,unpaid civil servants due for gratituity. Aren't these better things to put these scarce resources?

You have to shift the goal post again? There was never a time the street sweepers earn 15k in Lagos state. It started with 12k during Fashola time, Ambode came and upgraded it to 18,500 during the cleaner Lagos Initiative, now Sanwo-Olu has reviewed it to 25k. Mr man stop lying for the sake of criticism this is why those in government don't take many of you serious. You can not achieve anything meaningful while lying

In developed countries, you hear free this, free that, subsidized this, subsidized that... benefits worth tens if not hundreds of thousands dollars if fully taken advantage of annually.

Everyone is from one state or another, let all seek poverty reduction intervention from his/her state. Lagos indigenes can not go to other states to benefit from such programs.
