Buhari enbodys lies and corruption, so how can he make anything under him work otherwise? He (right now) sit on top of the cankerworms, and as long as he is comfortable there, he can't do shit about corruption. An army commander at war cannot retreat and still command his troops to continue to charge, no it won't work.

Civil servants that have been in service all their lives, they know all the loopholes that can be used to siphon or commonwealth. They are the rats that bring in alien rats into the house. They are the ones that teach politicians how they have been operating the system so that theft and graft continues. They are the foundation of corruption

Let me ask you, how many civil servant in each government MDAs has access to government funds? You lack knowledge of how civil service works.
It's the political appointees Perm Secs, DGs, Chief Executives, Board members that are ruining this country. They influence everything and use their cronies.
Also, they're responsible for what has become of our currency # bcoz they take kick back and bribes to senators and representatives members are changed into dollars on their request.
We've seen how politicians pad budgets, inserts projects etc. So what's senator Matthew saying?

While I agree that civil servants in Nigeria are the worst public administrators in the entire world, they don't top politicians. Infact, the are joint partakers of the corruption that is killing this country.

After politicians, na dem and the reason is simple. If politicians makes it an habit not to steal and civil servants will also will not try it cos they know they will loose their years of services gratuity and pension but oga commissioner is already greedy or oga minister is already eyeing something, they will begin their eye service so dey too can chop.

This is so true!

The average Nigeria will steal money if he/she has the chance.

Mind you, stealing isn't just the removal and subsequent cover-up of money meant for someone else/another purpose. It also entails receiving salaries that you are not worth.

Go to the job section. Have you seen how people are lobbying to buy or get jobs they may not be qualified for simply because the pay is good?

Go to FIRS offices around the country. You will find so many people 'working' there without distinct duties or approved portfolios. Many are there collecting salaries without doing anything serious.

How about the permanent secretaries and finance officers? They are demi-gods who control the ministries and now money even without the knowledge of ministers.

How about the medical insurance scams? People in huge government establishments (e.g. CBN) may connive with the medical officers to submit fake health reports and get recommended for overseas treatment. They move millions of naira in this way and yet it is an open secret.

Yes, POLITICIANS STEAL but CIVIL SERVANTS STEAL TOO!

In the ministry of Mines and Steel years back, retirees of a particular year found that the money being deducted from their monthly salaries for years that was meant to be paid into their Pencom (Pension Commission) accounts was not paid for some periods.

The then minister expressed shock and sadness. No doubt he was innocent of it. But can the permanent secretary of that period claim innocence?

Again, after the privatisation of NEPA, it was discovered at the mining community in Kogi state (Under the Federal Civil Service) that the electricity bill deducted from the monthly salaries of over 500 staff for years was never remitted to NEPA account in full.
Power was disconnected and the communities were in darkness for many months.

Finally, they worked out a payment plan; families could pay cash monthly and get receipts.
Guess what? Nearly a year later power was disconnected again! Why? The new payments made (the least was N1,500 monthly, some had as high as N5,000) was never remitted to the PHCN. They cut power for some months before the situation was arrested and a safe method put in place.

Who was in charge of that? Politicians? Naah

The same mining company where industrial cables (those ones as thick as a man's thigh) would be stolen and resold elsewhere?

Where whole transformer units were 'stolen' even with security posted there?

Where huge mounds of concentrated iron ore were shipped away in trailers and sold?

See, the day we decide to sanitize the civil service is the day that we will have a sane country.
Do you think politicians can just do evil things without conniving civil servants?

Who arranged the 'huge bales of foreign cash' that was almost smuggled out of the country yesterday?
The Finance officers arrested in Kano sometime back for N500 million pension fraud, are they politicians?

We are our own problem!

We complain that the country is in a bad state but each of us knows at least one person who 'miraculously' got a job they are not qualified for, thereby robbing the nation of the brilliance of a qualified candidate.

Yet, we'll go to church and mosque to give testimonies of how God 'miraculously blessed' us.

We are all a part of it.
Next time you endorse someone for a job that you know he/she isn't qualified for, you are a part of the problem!

Politicians are the GOs of corruption and stealing, they open the big treasury gate to steal the big commonwealth sacks, while civil servants only steal from the crumps that fell through the fat sacks the politicians are running with.

There is a big truth in this. This does not exonerate the politicians. They are just lesser thief compared to the civil servants.

Those robbers don't just steal, they kill who ever wants to clean up the ministry. Corruption is deeper in that world. To mop up Nigeria, the ministry mus be washed up clean, but of course, the politicians have to show leadership first, which means their daylight robbery and brandishing of it must stop

The civil servants do it in confidence that they will have some form of political protection when shiiit hits the fan. So the senator can shove his opinion where the sun don't shine.

I keep saying it, until we have a civil service that is purely driven by meritocracy, the country can never move an inch forward.

What we currently have as a civil service is a monumental disgrace. Politicians put their stooges in different ministries and agencies with the sole aim of siphoning public funds.

This is where the Hausas and Fulanis have become masters now. They have overrun the 'juicy' govt parastatals out of pure nepotism.

In every country the civil service is ithe engine and bedrock of the economy. An ailing/dead civil service means a dead country.

Ma brother or sister, you are right o. Civil service nationwide is full of stooges from either religion to ethnicity to even political. In Lagos here, most civil servants are stooges of APC cos they use those jobs to grow party members and keep them committed as foot soldiers. Jobs like Lastma, VIO, Neighborhood Safety Corp all the way down to local government structure. I once noticed a VIO personnel chatting on an APC whatsapp group.


As for Abuja, na ethnic stooges plenty pass at different levels. Northerners everywhere controlling everything. So Nigerian can never be well as long as it is like this. The only solution is that disintegration....

Who is in charge of civil servants if not politicians? Who corrupted the public service sector if not policians? Who's to blame for the endemic corruption in the country if not policians?! Who's in charge of budgeting and allocating public funds if not policians?

Until we start evaluating mental health of policians, testing their knowledge of government, remove money from politics and punishing corrupt policians, this type of idiot will always be elected or rigged into power!

The less than 10% controls the remaining 90%. The civil servants reports to the politicians as their leaders.
The political class are the head. Make the right policies and put controls in place that would make nearly impossible to steal public funds. That’s one of the reasons for the political class jumbo salary.
The political class should be responsible enough to demand accountability.
