When you and your ilk see folk with constructive and irrefutable points to buttress their point of view, you result to insults to make yourself feel good.
The poster is simply stating that the move doesn't make sense at all. Whether they gave conditions or not, it does not matter because rational minded people will wonder what their state government was thinking to come up with that new requirement in schools.
Countless kids will be thirteen or above entering school across the country with various reasons for coming in a bit late, what does the state government want to hear? What will they judge as valid reason before allowing the kids be admitted?
Our leaders show a lot of mediocrity with the way they think sometimes, and right thinking people naturally will be worried.

Who cares what happens in the country? This is about a Kingdom that is making attempt to prevent their citizens from being house boys and house girls and criminals. So Education is made FREE and COMPULSORY and it is an offense for a child to be on the streets during school hours even though the government is not able to fulfully implement this, we get to see Northerners begging on the high way during school hours due to the national stupidity, but at Ibom Kingdom the law stays.

You minions that are against these laws are either bad parents or potential bad parents. if your child is not in Secondary School at 12, then you are a failed or potentially failed parent at Ibom, cos there is no reason for that. Education from Primary to Secondary is FREE and COMPULSORY.

Keep your nonsense away and obey laws that are designed to improve kids future.

So a child struggling under a serious medical condition, whose parents spend years of the child's life jumping from one hospital to another, when that child arrives at 13 for secondary school, it means the parents have failed abi?

Stop sounding ignorant. There was a clause in that statement that indicated that parent must explain why the kid wasnt enrolled before 12. And alternative to sign an undertaking.

Are you guys willfully ignorant or yes?
