Not totally true.
Depends on how the building caves in.
An instance where the middle of the building caves in and pulls the mid section of roofs down first along with it, the extreme sides of the top floor will definitely collapse on the roof when it finally falls.
So the roof might not be totally safe in such instance.
The only difference is that those at the top floor are more likely to be rescued first from the rubble when the rescue team start escavating.
But in all honesty, don't pray you experience such situations.

When buildings collapse What kills people mostly is things falling on them concrete and other materials falling on their bodies and heads. When you are on the roof there is nothing to fall on you and even when the building is collapsing down it does not collapse at a fast speed it collapse at a much slower speed because the floors below have to buckle up first. In case of Fire the roof is the worst place to be

The major problem here the universities in Nigeria teach nothing. If I universities while teaching students this question will not be asked at all and everybody will know the answer. The car at the ground floor and middle floor with a pancake. The cast on the room we just have a bit of under damage. Cars are not people yet but you have to understand when a building collapse is equal abscess gradually. Go and watch the video of the World Trade Center. Nobody from the bottom floors were rescued only a few on the top floor, when the building collapsed. 11 people were rescued from the World Trade Center most of them were on the higher floors because the lower floors were completely buried and pulverized after the collapse
