How can the company spend their scarce resources training you and next thing is for you to resign without adding any value to the company ?

Resigning a job at whatever stage is everyone's right. He should just pay what he owes the company as per the terms of his contract.

Yes there are, but ideally they don't hinder resignation. The employee is free to resign from a company as long as he/she adheres to the terms and conditions of terminating their contract, which should clearly be stipulated in the employment contract.
