The Central Bank of Nigeria (CBN) has given September 30 deadline for the rescued banks to get acquired or face liquidation. The Deputy Governor, Financial System Stability, Dr Kingsley Muoghalu, briefing the media on happenings within his directorate in the last one year, said negotiations were still on concerning some of the banks, promising that the apex bank would ensure that mergers and acquisitions outcome conformed with financial service stability.

Already, he said three banks namely, Intercontinental Bank, Fidelity Bank and Union Bank, had concluded their negotiations on mergers and acquisition and would be holing their court ordered meeting where shareholders would approve the new structure by July 15, 2011.

Disclosing that other rescued banks were in the process of negotiations, Dr Muoghalu, however, stated that shareholders in these banks were stalling the process of mergers and acquisitions in them.

The CBN Deputy Governor said if by September 2011, mergers and acquisitions had not taken place in the remaining rescued banks as a result of shareholders agitations, the apex bank would involve its authority under the CBN Act, BOFIA and NDIC Act to liquidate those banks.

He said the apex bank had also come out with measures to restore sanity in the board of directors of banks such as the review of membership of such boards.

In furtherance of the November 2010 abolition of Universal Banking, the Central Bank of Nigeria (CBN) came out with three new categorisation models for banks.

The new categories are Commercial Bank model, Merchant Bank model and Specialised Bank model.

He disclosed that following a circular on regulation of scope of banking activities and auxiliary matters issued on November 30, abolishing the universal banking model, the apex bank had decided to return the Nigerian banking system to the narrow banking model
With the narrow banking model, the deputy governor said banks would now concentrate on real banking activities, stressing that no bank could perform all activities at the same time.

Disclosing that banks were not supposed to engage in capital market activities, Dr Muoghalu said the apex bank abolished the concept of universal banking to save depositors fund and prevent speculative activities on the path of banks management.

Explaining the details of the banks categorisation, the deputy governor said in the Commercial Bank category, there were Commercial Bank International with a share capital of N50billion, Commercial National, with a share capital of N25 billion and Commercial Bank with a share capital of N10 billion.

Banks in this category are Access Bank, Guaranty Trust Bank, Diamond Bank, Spring Bank, Zenith Bank, Fidelity Bank, UBA, First City Monument Bank and First Bank( UBA, FirstBank and FCMB will operate as holding company)

Banks in the commercial bank national are ECO Bank, Standard Limited Bank, Sterlin Bank, Unity Bank, CitiBank and Stanbic Plc/( Stanbic will operate as holding company model).

It doesn't make sense, I am asking you how you became aware. Surely news must have filtered in from a source, No? it's only appropriate that we deliberate the integrity of the source.

Even the CBN knows that releasing news like this several months ahead could cause a Bank run and capital flight from those Banks, so Mr Man, could you kindly let us know of your source?

@Mods, could you kindly and rightly delete/lock this thread if poster does not provide source? Rumors are usually endemic in nature with potential of causing serious damage, we can't encourage that in here, can we?

CBN categorized banks into Commercial, Merchant, Specialized (i.e Mortgage Banks and Development Banks).
The Development banks provide finances for 'development'.

Do u now understand?

We already know who the RESCUED BANKS are. Those given lifelines by CBN whose MDs were fired.
Seriously, I think it is a wrong approach for Sanusi to make the deadline public or to give them September! This is an FOI disadvantage if u ask me. A man I know of just withdrew N400Million from just one branch. Just because CBN has fixed Sept 30th!
When everyone does this, it will nose-dive the market value of these otherwise STRONG banks and they will be at the mercy of any tom and harry by 30th Sept.
Again, September 2011 is too early to divest the CBN lifeline to them. Why not allow them a grace of 30th Dec 2011 or say 30th Sept 2012?

Bank depositors scared of losing their cash were yesterday told to set their minds at rest.
The Central Bank of Nigeria (CBN) will provide 100 per cent guarantee for depositors and creditors of any of the rescued banks that fail to meet its September recapitalisation deadline.

CBN’s director of Banking Supervision Sam Oni told reporters after the Bankers’ Committee meeting in Abuja that it would pursue recapitalisation to its logical conclusion.
He however, warned that if the lingering court cases stalling the recapitalisation of the eight rescued banks are not brought to an end on time, the CBN might be compelled to withdraw the guarantee those banks enjoy.

The eight rescued banks – Afribank, Oceanic Bank, Intercontinental Bank, BankPHB, Finbank, Spring Bank and Union Bank – that benefited from the N620billion bail-out in 2009 were last week given four months to fully recapitalise or be liquidated.

This followed the collapse of merger talks between the managements of these banks and potential investors, as well as the delay in their recapitalisation efforts.

Oni advised shareholders with negative asset value to begin to think of other better ways to amicably resolve the matter.

He noted that the warning had become imperative “because they (shareholders) don’t own the banks, the banks are gone, those banks are surviving today because the CBN is keeping them afloat through the CBN guarantee. That is why they have been able to approach other banks to source for money”.

He said should the CBN “pull out the guarantee today, those shareholders who think that they own the bank will realise that they do not own any bank anywhere”.

The rescued banks he said, need about N1.5 trillion to fill the hole created by their eroded capital, besides the required capital adequacy ratio.

Managing Director of Zenith Bank, Godwin Emefiele, said the meeting also dwelt on how to reduce the volume of cash transaction in the system.

To achieve that, banks he said, will be deploying Automated Teller Machines (ATMs), Point of Service (PoS) terminals in various locations as well as on-site and off-site locations for the banks.

He said banks will aggressively procure PoS terminals that customers will use anytime they visit Points of Sale either at shopping malls, airports, factory halls or even where there are key distributors of various companies who normally carry out transactions with the aid of cash.

He said the pilot scheme of the controversial cashless banking, which seeks to peg the daily cumulative withdrawals and lodgments at N150, 000 and N1 million for individuals and companies, will take off in Lagos where about 40,000 ATMs will be deployed per 100,000 persons in different parts of the state by December.

Managing Director of Stanbic IBTC, Mrs. Shola David-Borha said the Bankers’ Committe discussed ways by which the capital market can be deepened in such a way that banks can provide support for infrastructure development particularly through infrastructure bonds.

Specifically, she said: “We looked at the payment support package for the power sector for which the World Bank has issued a partial risk guarantee to cover the default of distribution companies.

Managing Director of Diamond bank Alex Oti said 1,000 crop farmers in Nigeria have had their names and addresses circulated to all the banks in Nigeria preparatory to having the banks support them to ensure that food production is increased.

He said banks’ commitment to funding agriculture is currently 2 per cent of their total loan portolio but the CBN intends to raise it to 5 per cent before the end of the year.

Na wao, No wonder Oceanic was selling Dollars to black marketers ystday at a ridiculously cheaper rate compare wiv wat other banks offered, I smell sumfin fishy around here *eyes rolling*, And ma small cash, reasonable enuf 2 shack wella, still dey there undecided

This news is very irresponsible on the part of CBN because this will defiantly kill all those banks when people make a rush for their money. If i were a user of any of those banks i will defiantly be there today to collect all my money before the bank disappears with it

SANUSI IS REALLY CRAZY, CAPITALISE WITH JUST 5OB NAIRA, IS IT REALLY IMPOSSIBLE, NO THE BANKS WILL MEET UP.
HE SHOULD LEAVE VEDATA ASIDE AND LET THE ECONOMY RECOVER FROM THE LOSS FIRST.

AFTERALL HE HAD BAILED OUT THE BANKS TRU AMCON,

WE BET HIM, THE BANKS WILL RECAPITALISE. LETS WATCH AND SEE.

IN CASE U GUYS DIDN'T KNOW, AS SOON AS CBN INJECTED THE N620 BILLION BAIL-OUT FUND INTO THOSE BANKS, ALL THE SHAREHOLDERS' INVESTMENTS EVAPORATED.

It says CBN will liquidate banks that cant get investors to pump in money, taxpayers money is stuck in these banks and the shareholders with negative investments are blocking investments.

The CBN is being very irresponsible with the way it's treating the recapitalization process. By the time Sanusi's through with panic-inducing comments like this, the banks will be worth next to nothing. I do a daily media review and it's the only thing i see everyday. One pronouncement by the Governor or his deputy threatening to liquidate banks. It's also not coincidental that the stock market has had more losing days than gaining days in the last two weeks. No rewards for which sector is the most actively traded, especially as most deals are of the selling type. The media also is spinning the same stories everyday. It's a really stupid road to nowhere.
