The address is very good on paper but for me, no meaningful progress will be made in terms of holding police accountable for acts of brutality until police structure is decentralized and different state government takes control of police in their State.
That's the only way Lagos for example can decide that no lagosian will be brutalised again by the police.
Having a central command for all police formations in Nigeria will not help anyone
