So who are those committing the crimes? It is known that over 20% of Igbos living in those region (belong to, are sympathetic to or obey instructions ) from these groups. They are not promoting anything tribal and have openly decided to fight. The enemy is always within. Brothers are still fighting over land, friends fighting over money and spouses etc
