In fairness he is right

A president cannot micromanage everything. He or she would collapse under the strain. Delegation is the answer

But even then, at the end of the day, the buck stops at his table so he has to at least keep an eye on things. And make sure the right people are delegated to do the right job

That is why you appoint the best hands irrespective of where they come from.
But when you go down the road of nepotism, appointing clanishly family and friends then you must personally 'micro manage' them because no one will be able to do that.
The appointees will certainly not listen to anyone else except their patron.
If you have ever been in a position of authority you will realise exactly that.
When the structure of an organisation is compromised there are consequences.
The government is simply suffering from its inability to control 'family and friends' top to bottom.
Good leadership seeking enduring legacies know how to strike a balance between loyalty and accountability.
Whole empires have risen and fallen on this wisdom.

The same directive that was given to the former IGP( transmission and transfusion) to relocate to Benue state in the wake of the communal crisis then, the man simply went to an hotel in Abuja to chill out with fat kpekus and the C-in -C later claimed that he wasn't aware that the IGP never obeyed his directive!
