Did you see where he said herders found outside will be arrested and if they have destroyed any farmers crop, they will be made to pay back or their cattle soldbto settle the farmer.
That is the only solution. Any other is just papering over a pothole.

For your information, the taking over of grazing routes and reserves is the major reason for this crisis. Nearly ALL of the grazing reserves are in the North. So how does this affect the south?
What this government is saying is that grazing reserves are government lands. Already acquired, compensation paid. So this government is saying all the grazing routes should be reestablished. Encroachers must be evicted. What is wrong with that? Only one state in the South has grazing reserve, so this is not a South problem!
