I think this has 40percent probability. This is because, since there's an action that has been initiated (refusal to stop and be identified by the victim), the soldiers at the second stop would, I think, be on the road rather than wait for the offenders to pass them as they did the first one.
It's hard to comprehend, that's why I said the truth wasn't told in this story. Again, I see no reason someone in military or paramilitary would refuse to stop because he knows the law (correctional officer for that matter who had been conversant with scenes like this).
