Well no one had to give an order. As long as he was not given an order he should not allow even the President in , He did nothing wrong. Ortom has some fault because he was not invited there. The letter brandished does not amount to an invitation.
This is a failure of the Benue State protocol. and the Presidency protocol.

No unauthorized person should be given access and that authority was not given by the military command
