Sometimes water may enter the underground tank due to condensation and/or by wicked truck drivers who divert some of the fuel and refill it with water which settles at the bottom of the fuel tank when eventually discharged

These get dispensed to unlucky customers who may unlucky to buy at that moment

Nobody will like to spoil his business and so,the owner shouldn't be held responsible neither the pump attendants who only controls the pump

Can't be a deliberate act. Water must have inadvertently seeped into the tank. But it's still gross negligence on the part of the Petrol station & they must be held responsible for any damaged cars.
