Lagos is not the only state that makes up the Federal Republic of Nigeria. Akwa-Ibom, Imo, and Bayelsa have huge gas deposits, the ammonia conversion can be sited in those areas too.

If they can be able to take out the gas peacefully from the original place where it's located without any crises I think this proposed american ammonia conversion plant is also good and safe to be sited in the states where's it's deposited.
