How did Buhari stop all avenues of looting?

Rather he created new avenues of corruption such as the pegging of the exchange rate at very unrealistic levels. The gap between the official rate and parallel rate is a roundtripping paradise. His allowing NNPC, a notoriously corrupt government public company to borrow $5bn just beats my imagination!
