Peter Obi was chairman of two Banks in Nigeria. If he wanted to steal 250 Million Naira from Anambra treasury, he wouldn't do it by road, he would easily do it through any of his Banks

But this 250 Million Naira issue has already been settled a long time ago. The money was confiscated, investigated by EFCC, the Nigerian Police as well as the Anambra State Assembly The money was eventually returned to the contractor Peter Obi payed
