By the time Jesus uttered that statement the Jews were still on their land and he even told his disciples not to cross the border so he wasn't referring to literal sheep neither people who are literally lost rather he's talking about Jews whose hearts is longing for pure worship just as a Samaritan woman asked him! Today Jesus' statement means individuals who are looking for the ORGANIZATION of God's people so that they can offer pure worship from their hearts.
So just as a literal sheep doesn't feel comfortable without being with other sheep a lost sheep of the house of Israel will not be happy if he/she can't find the group that's practicing pure worship.

Moses records in the book of Exodus that God revealed himself to the people of Israel, God had revealed himself to people in the old testament even from the book of Genesis.

Then what John writes in John 1:18 states that the God who men and women don't see, the only begotten divine son who come from the Father reveals Him.


There seemed to be an understanding that no man had seen God's face, but his appearance or image is what they saw, I believe John was drawing a comparison between the revelation gotten from Moses and that gotten from Jesus. Even as God said, Moses a man who spoke to God face to face, scripture records even he did not see God's face. At the rock Moses face was covered when God's glory passed and he only saw his back.

"Seeing God" may mean different things to different people, but the clarity by which Jesus revealed the father showed that he has seen me not from a distance but from his side, in a way that he saw his face like no other person existing has

God is a spirit {John 4:24} no human can see Him physically and continue living {Exodus 33:20} when God's word said "Moses knew God face to face" {Deuteronomy 34:10} it means the man knew much more about God's attributes than all those who have lived before him. The secret of knowing God is hidden in God's name so before anyone can truly know God he/she needs to know the full meaning of God's name. Moses through his experience with the God of Abraham knew much more than Abraham, Isaac and Jacob put together! Exodus 6:2-3

So it's God's qualities that Moses and Aaron his brother were able to perceived not God's face in a literal sense!

But when talking about Jesus who lived with God in the heavens before his earthly mission {John 8:23} nobody as in NOBODY knew 1% of what God's only begotten Son knew about our heavenly father. That's why John after being with Jesus for years could say:

"No man has seen God at any time; the only-begotten god who is at the Father’s side is the one who has explained Him" John 1:18

We humans were created in God's image {Genesis 1:26} so had it been Adam never sinned against God anybody who grew up to meet Adam could have perceive God's glory in the life of this first human Son of God {Luke 3:38} sadly Adam sinned and lost that glory {Romans 3:23} but Jesus who is without sin {Hebrews 4:15} has kept all the attributes we need to see in Adam that's why God's word referred to him as the last Adam {1Corinthians 15:45} through whom we can perceive the real image of our invisible God! Colossians 1:15

No wonder Jesus Christ could say to Philip:

“Even after I have been with you men for such a long time, Philip, have you not come to know me? Whoever has seen me has seen the Father also. How is it you say, ‘Show us the Father’?" John 14:9
