Problem with folks like you is the lack of patience to read beyond the headlines. The word used in the news was agreed not approve. The governors have no power to approve payment or disbursement of monies for the president. As a matter of fact, that $1bn had already been removed before the meeting with the governors was convened. Only one body has the powers to approve money before the president can sign and that body is the NASS.
The Amaechi case you're referring to, Amaechi took the matter to court to push that the existence and operation of ECA is illegal and unconstitutional because all revenues accruing to the FG is supposed to go to the Fed account to be shared by FAAC headed by Finance Minister.
