Lol most of these things Lagos is renovating are infrastructures built with the countries money. For a state that was once capital of Nigeria and one that generates so much money, Lagos is overrated. They have been ahead of other states since the 1960s or even 1914s.

There's nothing like upgrade as narrow gauge is still in use while the double tracks standard guage was built from start to finish
