During the Gulf war U.S first mission was to plunge Baghdad into total darkness by bombing electricity grids. Later Iraq defence Hq. Then military bases. Same thing they did during the 2003 invasion. I'm not a military strategist but I know that Russia did it for reasons known to them not because they just felt like destroying those grids.
