Based on your second point , you are missing the whole point about how the monetary policy may affect people like Tinubu- those who will do anything to get power including buy, bribe and monetarily induce people to vote for Him.

The policy will ensure that all the stolen loot, hidden away for inducement is brought back into the banking system based on the need to get new notes.
