This is just grammar. In every context, whether in nysc, census, etc, Nigeria division is referred to as 36 states and fct. If they now say something (24) in 36 states and fct, that means if you won in 23 states + fct making 24, then you're qualified because fct is seen as one of the states. It doesn't mean fct is a mandatory or compulsory.

Let the courts interprete it.

Had it been tinubu had 25% in 23 states, and still didn’t make 25% in FCT, then it means he didn’t get the 25% in 24 states requirements, and their will be a rerun..

If tinubu had 25% in 23 states and make 25% in FCT, then it means he has met the 25% in 24 states requirements..

If tinubu had 25% in 24 states, and didn’t make 25% in FCT, then it means he has met 25% in 24 states requirements as well.. ( This is is situation exactly )

So 25% is not a must to win in FCT. But if you have 25% in FCT, Inec would add it to the states you met 25% requirements..
