Those leaders you mentioned (Bush, Obama, McCain, etc) use a teleprompter to deliver their speeches, hence it appears as though they are not reading from prepared notes. (http://en.wikipedia.org/wiki/Teleprompter). Nonetheless, Nigerian leaders are usually the worst and dullest (e.g. current Odechukwu), so you are quite on point.
