Kaduna Governor Nasir El-Rufai has accused President Muhammadu Buhari of frustrating plans to remove fuel subsidy.

Former Central Bank of Nigeria (CBN) Governor Mallam Sanusi Lamido Sanusi also said the retention of fuel subsidy as “stupid” and capable of bankrupting the country.

El-Rufai and Sanusi spoke during a policy conversation and book presentation by Carnegie Endowment for International Peace and Agora Policy in Abuja.

The Governor alleged Buhari had agreed that fuel subsidy spending by the government made no sense but refused to halt it.

Responding to a question about fuel subsidy, El-Rufai said: “Between September and November 2021, the National Economic Council gave us an assignment to work out what to do if we withdraw subsidy, how much will be raised, etc. We worked with experts and the World Bank.

“We came out with a report on what to do with the resources, which will be transparently explained to Nigerians. Components of it include investment in security, social protection, etc. The report is there.”

The committee, he said, developed a framework on what to do with what would be saved once subsidy was halted and how to release more money for education, health, infrastructure, etc.

El Rufai said Governors saw danger ahead in 2021 with the retention of fuel subsidy. Worried by the development, El Rufai claimed he approached Buhari and asked: “Does it make sense to you for us to spend N200billion on all federal roads in Nigeria in one year and six times that on cheap petrol?

“He (President) said it doesn’t make sense. So why are we doing it? This is something we’ve been studying for many years, we have a framework and the economic council agreed, all the 36 governors of Nigeria agreed that it should be withdrawn and we had a clear plan on where the money would go.

“Some of it will go to the Federal Government, some to states, Local Governments, and to interventions. We all agreed. The President said, no! That’s it.”

Sanusi called on the incoming government to stop the subsidy regime. According to him, in 2011 “we tried to explain that it’s bad economics; for every $1billion Nigeria spends on fuel subsidy, it is $1billion out of education, $1billion out of healthcare, $1billion out of power, $1billion out of infrastructure.

For those arguing for fuel subsidy, Sanusi said: “What you are saying is that for the poor people in this nation, cheap fuel is more important than education, more important than healthcare, more important than power, etc. If you do that for 30, 40 years, what kind of country are you going to have? Which is what we have had.”

As politicians, you can keep trading blames.
But what needs to be done before subsidy removal is left undone.
Alternative means of transportation, that should be cheaper- by rail and waterways where available.
Subsidy is more of a scam where certain people are benefitting more than expected.
At least, the Otedola case comes to mind.

Am not surprised.

Every Nigerian leader knows subsidy issa scam. But they cannot remove it because at the end it means high fuel prices and by extension high food prices...and once you touch someone's food, there would be riots. Nothing to stop that.

So the scam continued because the 'poor' were benefiting from it....allegedly.

Meanwhile we sacrificed domestic refining to maintain the scam. We sacrifiiced financial security to maintain the scam...because poor people have to 'benefit'.

Buhari is just the latest in a long line of Nigerian leaders who have sabotaged subsidy removal.

Anyway, Tinubu may remove it, and I hope he has the courage to do so. (Obi and Atiku, should either of them take over, will also remove it.).Because, no matter how many times we cry poverty...subsidy is not sustainable. We either pay for fuel at the market price at the pump....or we lie to ourselves, and pay N50 for one liter, while our government pays on our behalf at IMF HQ and Bank of China HQ....at their terms...for our fuel. cheesy

This El Rufai always challenges Buhari on what to do. Remember the naira colorization issue few months ago where he said he will still continue to use the old naira despite the deadline, and that Buhari is a traitor.
Now it's subsidy removal.

According to him, in 2011 “we tried to explain that it’s bad economics; for every $1billion Nigeria spends on fuel subsidy, it is $1billion out of education, $1billion out of healthcare, $1billion out of power, $1billion out of infrastructure.
He is talking about $1b, out of that what goes towards the intended purpose is around 10% of the the amount released. So we need to fight corruption before we claim subsidy isn't working.

does it make sense we pay our leaders huge amount but professors peanut? Or that we spend more on salaries of executive than on education, health, or SMEs?

Considering how broke Nigerians are, no sane leader can remove PMS subsidy completely. Unless you want to shut down the country. Anyone who removes the subsidy under the guise that it's only benefiting the rich is a thief himself. Everyone enjoys PMS subsidy in Nigeria.

APC is a made of clowns. Goodluck Jonathan removed subsidy but APC ganged up with their benefactors to sabotage the economy of Nigeria. They held Nigeria under ransom till Goodluck brought sudsidy back.

Now same clowns are talking about subsidy removal. Even Buhari once said there is nothing like subsidy, but he has been spending trillions for 8 years on subsidy he believes does not exist.

8 years has been wasted. If they allowed Goodluck to remove subsidy, they won't be talking the babablu bulabu they are taiking now.

U maybe right though but Tinubu is reasonable enough to put in place palliatives like transport, food stuff reductions and increase salaries of workers.

I know Tinubu to understand the country especially hike in price of what Nigerians hold dear without alternative, am afraid will be catastrophic even it's a good thing to do but Nigerians will make such a leader a scapegoat by revolting against him.

Also trust the opposition to capitalize on this to campaign against govt whereas it can't do otherwise unless it want to continue with the criminal act by retaining it in exchange for power.

So, basically another subsidy.

Nigerian government doesn't produce buses, trains etc, so how is it going to 'flood' anywhere let alone the whole country with them.

By transferring hundreds of billions to Chinese manufacturers annually and effectively subsidising their economy?

Doesn't sound like a smart policy.

I am convinced Tinubu will remove fuel subsidy. I expect him to sanction removal of up to 50% of it within the first 12 months of his administration.


The country is nearly bankrupt, yet people want to hold on to this destructive policy.

Thank you. Everyone using petrol or products and services petrol has indirectly aided its delivery, enjoys the subsidy. Instead let education and health subsidy go away.

I remembered Sanusi advising the govt to take a phase full approach in subsidy removal.
There's no president that would outrightly remove subsidy at one go, and considering the already economic Hardship Nigerians are facing, you think it would be an easy decision for any president to take??
Nah, never.
Even those criticising and supporting the motion would most definetly come out to criticise the govt in the end.
Nigerians are very 2sided in talking.
I'm sure we all saw how even he elites were changing faces during the cashless policy implementation.
