Rome wasn't built in a day, I know our airforce, navy, and army all have engineering departments, they should do well to sponsor those guys abroad to learn things for a stipulated time. If Saudi Arabia, India, Iran can be building their military hardwares themselves, then, we can too. I don't even think we have submarine, a whole giant of Africa.
