He will. Provided he gets the necessary support from law-abiding citizens with a sense of patriotism and responsibility.

Also, he should be surrounded by progressive-minded individuals with records of performance and who can voice out when convinced the government may be moving in the wrong direction. Not hungry 'yes men' or saboteurs.

He assented to bills requesting for amendments to the 1999 constitution.

The bills signed by the president altered certain constitutional arrangements by devolving power from the centre to the federating units, or states, as they are recognised in the constitution. One of these bills moved the item “railways” from the Exclusive Legislative List to the Concurrent Legislative List. With this, the states can now build and operate railways.

A similar alteration also devolved power to the states in the energy sector, allowing them to generate, transmit and distribute electricity in areas covered by the national grid.

Why are you waiting for the impact? It's you that supposed to impact it on your community or state.

You don't have to wait. The Acts expect you to invest in Power either Generation, Transmission, or Distribution in your Street or Estate (if that's your capacity), your Community or Town, or your State. No inter state.

This Law just opened Power sector to everyone depending on your capacity. For instance, people on the same Street can make arrangements for their Power needs on their own.

The Act also states that anyone may construct, own or operate an undertaking for generating electricity not exceeding 1 megawatt (MW) in aggregate at a site or an undertaking for distribution of electricity with a capacity not exceeding 100 kilowatts (KW) in aggregate at a site, or such other capacity as NERC may determine from time to time, without a license.
