State creation is a complex and long process. It requires an amendment to the constitution , a 2/3 rd vote in the National Assembly, and an agreement within the states that a new state is to be created.

Presidents cannot declare states by fiat as it was under Army rule. Otherwise we would have long since had new states since even Obasanjo admin.

It is not the work of the president, it is largely in the hands of the national assembly, and also dependent on the willingness of the state creation groupings to lobby up enough support in the National Assembly for new states

Restructuring is already happening.

States can now generate and, I believe, distribute power in their own territory.

One or two other areas of responsibility have also been handed to States areas of power.

Universities will now have more freedom to set tuition and raise revenue. It means unis can now take more decisions locally without waiting for the Fed govt in certain areas. That 's a tangible reallocation of power.

I hope many more of the less controversial redistribution of powers happen under the current government.

As for State police, I'm sure it will come up for discussion in the current national assembly at some point, though I doubt it's a good idea.

If by restructuring, you mean going back to some form of regionalism, that's unlikely to happen, as northern members of the national assembly are unlikely to support.

Also, I do not recall that restructuring was one of Mr Tinubu's campaign promises. He didn't mention restructuring at all, though I stand to be corrected, and I suspect that's because it means different things to different people.

Finally, a President cannot do some of the more controversial restructuring by fiat. They have to be voted by legislators, and for reasons already mentioned above, such votes will not pass.
