No $16billion was actually disbursed. Of the portion that was spent, equipments ordered were delivered and left at the ports for years after he left. They have been put to use to improve power supply under PMB according to reports available online. That's why people like Ezekwesili rose in his defense.

Obasanjo tried to fix Nigeria through political restructuring required by Nigeria. He set up a National Political Reforms Committee to do that.

Initially, Jonathan never understood the negative political and economic impact the fraudulent political structure created by northern soldiers has on the southern regions, as well as how the political structure throws up inept apex political leadership upon Nigeria. 2. The delegates to the 2014 CONFAB were derived from all Nigerian groups to restructure Nigeria. BUT THE EXISTING POLITICAL STRUCTURE OF NIGERIA IS A CREATION OF NORTHERN MILITARY DICTATORS. And it's apparent that you are comfortable with the structure, and perhaps, your mentor, Tinubu, has been converted to become comfortable with the lopsided political structure.

3. Jonathan said before a large crowd of people in Lagos during his campaign for reelection that he had to wait for implementation of the recommendations of the CONFAB in the next National Assembly, because according to him, the then National Assembly was hostile to the CONFAB.
