First and foremost, u don't deploy a county's military without proper permission, ECOWAS will use military of each member state and each member state is obliged to send forces, sending forces must pass through proper channels, it's easy to understand.
The second paragraph has already answered your question why it's not a Nigeria vs Niger war, a Nîgeriàn war will mean consulting the NSA chiefs.
