Nnamdi Azikiwe was ceremonial president as Nigeria was running a parliamentary system.

Abubakar Tafawa Balewa was the Prime minister and head of government. Nnamdi Azikiwe was basically a glorified receptionist to Abubakar Tafawa Balewa at that time.
