What you posted clearly stated that the NJC can recommend the removal of a Judge to the governor. So what are you confused about? Why are you saying the NJC is actiing above the law??

The constitution has equally vested similar powers on the National Assembly over Federal Judicial Officers and the State House of Assembly over State Judicial Officers. This does not in any way remove or limit the power of the NJC.

You should soon discover that a Judge of Northern origin was recently sacked by the NJC and specifically recommended to be handed over to the Police for Prosecution. Northerners are also creatures of God and should not be looked down upon or denigrated simply because they are Northerners. Truth is, Northerners are smart and extremely good administrators. Very straightforward, simple and honest folks. The downside is the tendency for violence that could cost you your life unannounced largely propelled by an ideology a large number of them subscribe to.
