Budgets are typically based on revenue. Enugu's statutory allocation like Ekiti's are some of the low take homes in the country.

However, has anyone else paid attention to the the huge gap between these states budgets?.

What gives?.

The most important thing is the budget deficit.
Those large budget, how do the government intend to generate the fund?
And what are the content of the budgets? If the government plan to borrow, what are they borrowing for? to build roads? to fight insecurity? etc.
So, I am surely worried about those large budgets because of the type of individuals we have in government. Such big budget can be taken to be ambitious but it may not be implementable.
If you take a look at Cross River budgets between 2017 and 2022, you will see how useless such big budgets can be.

Ekiti State's budget is realistic while Enugu State's own is futuristically impossible in a calendar year. Moreover, there can always be a supplementary budget if income exceeds expenses.

Budgets are not statutorily based on revenue. There is no statute in Nigeria that says your budget must be equal to your revenue.

Abia state total projected revenue for 2024 is about N150b and the state proposed a budget of around N550b. Basically, Abia will borrow over N400b to finance the budget deficit.

Ekiti can also come up with such budget but the governor seems prudent and averse to risk.

budgets are not based on revenue but expenditures and estimated revenue. This is why your universities are not toprated.

When governors like Hope Uzodinma and Peter Mbah presented their bogus budgets, I kept wondering where they planned to borrow the money from. For Alex Otti and Charles Soludo, one may argue that they have connections with local banks and that could help them source the money.

Away from that, governors need to tell the people the % of the previous year's budget that was achieved before coming to present a fresh budget. Lagos is the one state that sometimes does this.

Ekiti state is too small to be designated as a state apart from the state capital nothing is happening in other parts of the state
Rocks and stone everywhere
Food is a scarce commodity with low income earners

The return of investment ratios between the two states is another thing, and will favour Enugu state far more than Ekiti state.

So taking loan to finance the budget most especially the infrastructure will favour Enugu than Ekiti if the money is channelled into projects it was taken for.
