Consult some retired officers like General Ihejirika on how they dealt with the bandits and Boko Haram that even shocked Buhari to a point he declared that attack on Boko Haram is attack on the North and Elrufai and northern elders threatened to take Ihejirika to ICC for committing 'genocide' (meaning excessive killing of Boko Haram)

Convert the likes of Amotekun to well equipped State Police to be controlled jointly by State and federal govt to reduce misuse by State governors at the onset.

If a party cannot abide by their own constitution then they should bear the consequences of their actions and stop looking for who to blame for the cause of their own downfall!
