Bearing arms doesn't mean it's everyone who will bear arm for whatever reasons. Besides, if you misuse it, you won't have the right or licence to bear it again. Besides, intending owners are subjected to various psychological tests and other screenings before they are allowed to own arms. It's not for every Dick, Tom and Harry.
