Them Kidnappers are not using their phones, they are using the victim's phones.

In such a case NIN won't help.

NIN linkage was meant to work if the kidnapper used their own phone for communication. Most kidnappers bypass that by using the victim's phone, or in areas near the border, using phones of non Nigerian GSM companies.

Tracking the phone can be done sans NIN...but the problem is, the kidnapper making the call may not be in the same area as the victims. Also, some areas do not have network. Tracking won't work.

I have never said the US is the SAFEST, i said SAFE, murder and kidnapping can happen anywhere in the world, people are murdered in Mexico daily, Venezuela, South Africa, Colombia and Brazil are as dangerous as the US, it is the people arguing that Naigeria is SAFER than the US i was talking about.
