The Federal Government budgeted 1500 a day to feed the inmates, at N500 per meal as their Feeding allowance. But EFCC officials pay the Private contractor that feeds these inmates N100 per meal, or 300 a day! In this Lagos cell alone, EFCC Officials corruptly enrich themselves to the tune of N62, 400 every day.

The Okotie-Eboh Detention centre of the Economic and Financial Crimes Commission, EFCC, in Ikoyi Lagos contains 52 people as at August 2011. The Federal Government budgeted 1500 a day to feed the inmates, at N500 per meal as their Feeding allowance. (Meanwhile the Feeding allowance for regular prisoners
in other prisons in Nigeria is N200 per meal) But guess how much EFCC officials pay to the Private contractor that feeds these inmates? N100 per meal, or 300 a day!
Do you now see why EFCC will happily go about detaining suspects without trial for as long as they could?
In this Lagos cell alone, EFCC Officials corruptly enrich themselves to the tune of N62, 400 every day.
Now multiply this by the number of detainees in EFCC cells scattered around the country! Yes, do the maths and tell me how much Farida Waziri and her officers make in illegal skimming daily!

That is why the EFCC will arrest you, detain you for as long as they could, offer you an administrative bail with impossible terms. They will finally arraign you with piecemeal charges, only to re-arrest and detain you again.

Another way the EFCC make money is by generating anonymous petitions. So Nigerians will not be surprised that one of the amendments in the EFCC law moved and currently being debated in the National Assembly is the abolition of anonymous whistle blowers.
The EFCC often uses anonymous petitions to arrest and detain suspects, often without charge. EFCC shake down detainees and collect bribes before their victims are released.
There is a pathetic story of how EFCC arrested three Nigerians in 2005, on allegation of fraud. The men were accused of duping a fellow Nigerian of some millions of Naira and so were in detention for five years. The men insists they were innocent. While hearing their initial bail application, the judge refused bail but promised accelerated hearing of six months, and remanded them in Kirikiri prisons.
But the “accelerated hearing” eventually dragged on for five years.
During this period, one of the men, Joseph, a father of six, lost his father. Eventually his mother also died. To end his suffering he went to the court and pleaded guilty and a judge sentenced him to three years in prison. But since he has already spent five years in jail, he was released.
Yet the EFCC still kept him in jail “to fulfil the release formalities”. But before the end of the formalities, the man also died!

The other partner, Jimoh, is still in detention, 8 months after because the EFCC asked him to pay back the money in the suit, yet the Judge in his ruling made no mention of paying back the money, but simply jailed them for three years.

The EFCC is now in a dilemma. They cannot file additional charges, they cannot go back to court, and so Jimoh remains in detention!

The worst degeneration in the EFCC is that they are now professional debt collectors – debt Collection agency. People hire EFCC to help collect debt and the EFCC take 10% for whatever they collect. That is why EFCC goes around pressurising people to write petitions against their debtors.

In the current Emeka Ugwuonye case, Umar farouk, the EFCC Investigating Police Officer was said to be eyeing $10,000 they will make from the $94,000 he has promised he will collect for Sola Adeeyo.

EFCC operatives use their power for vendetta purposes. There is this case of a cloth launderer (washman) His name is Efe. An EFCC operative gave him a stained cloth with the understanding that he will remove the stain.
After laundering the cloth, the stain is there, and so the EFCC operative arrested Efe for a breach of contract and detained him for two weeks.

There is another case of three boys in their early twenties, who were arrested, detained for over a month and are now being tried for impersonation by the EFCC.
The facts of their cases reveal that these boys might have been involved in a practical joke with one of their friends in a matter that involved only 7,500 Naira. Not only has the EFCC spent over 2 Million Naira pursuing the case, I was told the EFCC officials have pursued their prosecution just because the officials want to get travel allowances for travelling to prosecute the cases and that is the reason for the escalating imbalance between the amount in issue and the amount the state is spending to prosecute.

In EFCC, they have a syndicate that go about encouraging wronged Nigerians to make complaints to the EFCC. EFCC extorts money from complainants who are genuinely offended.
As a complainant, you can pay money for a suspect to be arrested and detained. You can also increase the amount of money you pay and then determine how long you want your enemy to remain in detention.
Thus EFCC arrests you, file charges and arraign you in court.
They will do all they could to frustrate your bail applications. And when the court finally gives you bail, EFCC procures another charge and re-arrests you.
EFCC takes money from suspect, from complainant, and even from visitors to the EFCC cells.

When a court grants you bail, and you have met the bail conditions, that is not the end of your story. Unless you are a politically high profile prisoner, EFCC will keep you in their cell until you pay a stipulated amount.
EFCC have their favourite judges where they obtain all manner of secret ex parte orders. Their favourite courts are in Lagos. they use these illegal orders to keep suspects in detention without their knowledge. So they could argue that you are henceforth technically being detained at the order of the court.

Under Mrs. Waziri’s leadership, the EFCC has manipulated evidence against certain people. Under her leadership, the EFCC has allowed corruption to attain heightened levels within the EFCC. Under Mrs. Waziri’s leadership, the EFCC has shown extraordinary lack of competency and commitment in all aspects of law enforcement.
Under her leadership, the Nigerian courts and judges have been relentlessly blackmailed and intimidated in every manner including, but not limited to, her reckless allegations and innuendoes that the Nigerian judges were responsible for aiding criminals by allowing objections and injunctions in the proceedings before them, even though it is clear that what the judges have done most of the time has been to seek to uphold the due process standards embedded in the constitution.
Under Mrs. Waziri’s leadership, the EFCC has blocked and resisted the effort of the Attorney General of Nigeria to exercise his statutory duties to regulate the activities of the EFCC board. Under Mrs. Waziri’s leadership, the EFCC board does not meet to direct the activities of the EFCC as mandated by law. As a result, Mrs. Waziri usurped personally the statutory powers of the EFCC and has used such power to favor her friends and family members, while tormenting her enemies.

The list of Mrs. Waziri’s shortcomings and failures is as long an average railway track. It includes the fact, acknowledged by the Attorney General during his confirmation hearing, that the EFCC knowingly filed cases in courts without probably cause.
Also, the EFCC has chosen to dramatize cases under investigation in manners calculated to destroy suspects’ reputation and means of livelihood regardless of the absence of merits behind the underlying investigation.
Under Mrs. Waziri, the EFCC secretly obtained funds from certain unknown sources and has not adequately accounted for those funds to the Nigerian authorities. She has never rendered audited accounts to the Office of the Auditor-Genral as stipulated by law.
Essentially, Mrs. Waziri has run the EFCC as if it were not part of the Nigerian Government or under the Constitution of Nigeria.
She has tried to purchase all media outlets in order to suppress adverse, but true, information about her leadership and the activities of the EFCC on her watch. However, the tiny portion of the media she could not suppress has reported that she has lived a life of splendour, marked by a fleet of armoured vehicles, excessive personal expenditures, allocation of state resources to her immediate family members, receipt of cash and non-cash gifts from legally exposed individuals.

Mrs. Waziri’s EFCC, has been turned into a dangerous organization that had no regard for the Nigerian Constitution. Their members operate just like any criminal gang anywhere else. They beat up witnesses. They coerce evidence. They disobey court orders. It was a mad house in every respect.

Under Farida Waziri, EFCC has been transformed into a corrupt incompetent organisation that simply arrests people for propaganda purposes, and to simply re-assure foreign donors that "we are working".
It is sad that Nigeria’s primary anti-corruption agency has been turned into a debt collection agency and become a willing tool for the powerful to oppress the weak in the Nigeria society and a tool for whichever government in power to muzzle the opposition.
