Fashola Advocates Public Spending On Infrastructure As Recipe Against Recession
• As Governor Commissions, hands over H.A.B. Fasinro Court in Apapa

Nov 24, 2011 - Lagos State Governor, Mr. Babatunde Fashola (SAN), Thursday advocated public spending on infrastructural development as the most viable means to counter economic recession saying his administration intends pursuing vigorously massive construction of houses at all levels in the implementation of its Year 2012 Budget.

Governor Fashola, who spoke at the commissioning and handing over of a 60-flat housing project of the Lagos State Development and Property Corporation (L.S.D.P.C. ) named after Elder Statesman, Senator H.A.B. Fasinro, in Apapa, said it was also the responsibility of Government to lead the spending drive in times of economic difficulty in order to attract the private sector.

Pointing out that 2,558 workers found employment at the site during the period of construction of the estate, Governor Fashola declared, "For me, this is the kind of public spending governments must pursue at a time of economic difficulty. These are the kind of projects for the construction of houses at all levels that we intend to pursue vigorously in the implementation of the year 2012 Budget as soon as it starts".

According to the Governor, "If Government does not lead the spending drive in times of economic recession and depression, Private Sector will not venture. The danger this brings on is a consequence of capital flight leading sometimes to excessive demand for repatriation of foreign exchange".

"It is clear to me that using this matrix alone of 2558 people finding employment on one site, it means that if we have ten sites, 20,000 people will be working therein", he said adding, "And this is what we commit to do next year".

Governor Fashola explained that his administration has adopted a multi-pronged strategic approach in tackling the housing problem of the State pointing out that the approach was meant to meet the housing demands of all levels of the society while also enabling Government to earn profit from the privileged to subsidize the less privileged.

Quoting the Managing Director of LSDPC who, in his welcome address, said the houses had been fully subscribed and paid for, the Governor declared, "Now, if there was no demand at the upper level of society, clearly the houses would still be available for sale, so we are addressing this challenge across board "

"But what this means for us is that through this initiative, this Government has earned some profit by servicing the privileged and from it can fund the needs of the less privileged. This approach in Apapa by which we built for the rich to earn profit to subsidize the poor is different from the strategy that we used in Otedola Housing Scheme in Epe.

"In the Olaitan Mustapha and Adetoun Mustapha Housing Schemes in Ojokoro which were driven with direct Government funding it's a way to subsidize the cost of delivering the houses. It is also different from the approach that we used in the Elegant Court Project in Ikota where Government only provided land with the view to sharing in the profit from the sales by the private developer through which Government again can continue to fund social commitments and obligations", Governor Fashola said.

He continued, "While I am convinced that the pursuit of this multi-strategic options remains the most viable route to our goal of reducing the housing deficit and increasing access to shelter, because everybody gets to participate at one time or the other, what is instructive is that all of these choices have one thing in common and that is that they continuously stimulate economic activity in our State. They stimulate growth and they create jobs and address the issue of employment".

Speaking on the difficulties which the residents of Apapa currently encounter, Governor Fashola, who pointed out that the difficulties were being exacerbated by Okada riders, trailers and tankers in the area hinted that a policy was in the offing to address and deal decisively with the problem.

Governor Fashola, however, declared, "But what we see and experience clearly is a failure of agencies of the Federal Government to do their work and they manage the port at the expense of the lives of the residents. Just recently, it was announced that N188 billion was generated from this Port; but the question is, how much of it was spent in Lagos? How much of it was spent or committed to building rail that will evacuate cargo from the Port?".

The Governor advised the residents to strengthen their Association and community involvement as well as work with the Local and State Governments and "rise up to assist in reclaiming this neighbourhood", adding that, Okada being a business, if the residents refuse to patronize it, it would die naturally.

"As I have said to all those who care to listen, if okada is a problem to you, stop using it; because it is a business and if you don't patronize it, it will leave you alone", the Governor said. On the inner city roads, Governor Fashola, who said his administration had started regeneration of a number of roads in the area, added, "With the passage of the 2012 Budget, we intend to scale up our activities here and build more roads".

He, however, solicited the collaboration of the residents "working with the Local Government Chairman to tell us how, where and in what manner we can make life in this place much more conducive".

Commending the management of the LSDPC for the successful completion of the Project, Governor Fashola said the H.A.B. Fasinro Court was the fourth housing estate to be handed over between September this year and now adding that his administration would continue to do so more vigorously in the new year.

In his welcome address earlier, the Managing Director/ Chief Executive Officer of LSDPC, Mr. Biodun Oki said the H.A.B. Fasinro Court sits on 1.635 hectares of land and contains 10 blocks of 6-units 3-bedroom flats adding that the Corporation has adopted the design that enhances and fosters the sense of community while retaining for each block, adequate space for services and parking.

According to him, "As much as we strive to have our presence felt in all the Local Government and Local Council Development Areas, we are constrained by the shortage of land", adding that the Corporation had to forfeit its staff quarters which was built on the land in order to make the housing project possible.

Also present at the occasion were Commissioner for Housing, Mr. Bosun Jeje, Secretary to the State Government, Mrs. Oluranti Adebule among other members of the State Executive Council, Chairman of Apapa Local Government Area, Hon Ayodele Joseph, Ojora of Ijoraland, Oba Fatai Aromire and a representative of the Oba of Lagos among other traditional rulers, Managing Director of Guaranty Trust Bank, financiers of the project, Mr. Segun Agbaje, as well as other stakeholders and top government functionaries.

I know, fashola is really silly, he should have built houses all over Lagos state with Taxpayers money and put all the beggars and homeless in there, and after that getting free houses at the expense of the Taxpayers, others wanting free houses should quit their jobs and go lay under bridge and wait for fashola to give them free houses, and after the news spread all over Nigeria and west Africa that some generous governor is giving free houses to people sleeping under the bridge, all they need to do is occupy all the bridges in Lagos till fashola shows up to hand them free flats all at the expense of the state tax payers,

This is a great idea, you might want to run this by fashola and Lagos state taxpayers

1. I don't have to be the only Lagosian on NL before loving and showing pride for my state, it's your problem if you are incapable of loving where you are from. It's OK, some of us have zero self worth and sense of belonging, sounds like you are one of them.

You too go run for governor and build all the houses your heart desire and put all the homeless people in there.

You can do it too if you set your mind to it and if your entire population find out say the easiest way to get free housing is to go lay under the bridge, be ready to build houses for millions of people.

You're making it sound like everyone in the UK, for example, is on benefit and lives in a council house just cos there's a benefits system set up.


Obviously their circumstances have to be assessed-and yes there will be a few people who will play the government and get away with it. But you have to think of those genuine people who genuinely need help.

What put's a governor in a good light? When he's a useless and do nothing incompetent governor? When he is not building houses and developing his state.

They are not asking you to go and bring 15 million, they have  mortgage and financing system that allows you to pay a portion of your salary or in installments.  If you don't know, just ask instead of criticizing and spewing ignorant rubbish all over the place.

Do you know how much it cost to build those the flats, the best thing the government can do is to build houses and sell it lover than what the private developers are asking for. Do you want your government to go bankrupt because they are trying to accommodate 18 million people and the thousands crossing into Lagos every day?

It's not by force to criticize, use your brain and be rational sometimes.

Eko: Well done o! You're now the smart one cos a good leader only helps one section of society and not the other.

He is busy beautifying the main bits of Lag, ignoring the slums. I'm sure he will deal with it soon but why wait till later? He will be more appreciated if he helped the poorer section of society NOW. The only good to come out of this housing thing was the number of people he was able to employ. But I'm sure the wage was crap.

1. This is not the UK, this is a small state with 18 million people and measly 2 billion dollar to take care of 18 million people.

2, UK is a developed society and Lagos state is not, Lagos state is basically starting from scratch while the UK is hundreds or years old with hundreds of years worth of development.

3. Cost of building in Lagos and the UK is not the same


Please look for some other sane and rational example to further your argument.

The fact is, we get the same argument all the time about what Lagos state's supposed to be doing and not doing, no sane and sensible government build permanent houses for homeless people simply because it's the wrong thing to do if you really want to help the homeless.

The most critical help you can give to any homeless person is skills and dignity to help him go on with life and function respectfully like any member of the society.

The Lagos state government have rehabilitation and skills center in Ikorodu for homeless people, they get free housing, they get rehabilitated and given skills for survival and it's all free of charge.

This is how you empower people.

Further more, there are well over 16 skills acquisition centers in Lagos state and it's all free of charge to attend, you even get start up money for your business after completion.

Ask if you don't know.

O ba pari, the governor is building these houses and giving them out with a structured plan, this is the way to go in Lagos, kudos to the man. Can he also help creating large estates with good roads while the owners of the plots build the houses themselves?

I have always wondered.

What government on earth can provide homes worth say N10 million to people who can only afford N1 million?

Won't the money have to come from somewhere else? Won't the money have to come from some other part of government's budget?

Is spending N9 million to subsidize each house for the poor guy really the best use of public funds? Highly doubtful.

Or is the argument that LSG shouldn't be involved in any housing activities unless it is only homes affordable by the poor? So in other words, this project which provided 2500+ jobs (probably mostly to poor or lower income people) and actually generated a profit (rather than a loss), they shouldn't have engaged in?

Maybe you should go offer your opinion to one of those who was working on the construction site, and from the money he earned fed his family, sent his kids to school, paid his rent, even sent money to his aged father in his village.

See if he won't give you a very dirty slap.

Its a cycle ,and the houses are for some of them and before you know it ,it will be in the secondary market at higher prices,you just watch does block of flats in the real estate magazines and newspapers,in few months time.

You could actually build affordable houses if you want to build.Jakande did it when Nigeria was import dependent on all inputs into building,we are still import dependent in inputs,

Goverment for the rich, those buildings are on danfodio apapa gra, and i tell u its super sweet, why waste hard earned taxes on building houses for the very rich and politicians, these same politicians steal funds our funds.

They are loads of estate developers around that  could come up with similar structures, what eko ile would tell you is the cost of erecting it, and that most have already been alloted to goverment officials.

the inner city roads in lagos are terrible, the drainage, canals  traffic  and u wonder after so much has been invested in the state. it was recently adjuded as the worst city to live in the world. i tend to agree with them
