Hisbah = Sharia police. Essentially state police, right?

So how did Kano end up getting state police, but no state in southern Nigeria is allowed this?

It was implemented by Gov Rabiu Musa KwanKwaso to keep those mad nuts in check. I still have faith in Kano guys to challenge and stop Boko Haram menace. Because if Kano goes. So goes the North and possibly Nigeria smiley.
