Considering the announcement of increase in pump price of fuel on Jan 1 by PPPRA from =N=65/litre to =N=141/litre and the subsequent reduction in pump price with the announcement of President GEJ, Has Nigeria's petroleum downstream sector been deregulated?

If yes, where are the much talked about 'market forces'?

And if no, why the price increase from =N=65/litre to =N=141/litre and now =N=97/litre?
