Jul 24, 2012 - Lagos State Governor, Mr Babatunde Fashola (SAN) on Tuesday commissioned the State-of-the-art e-Learning Centre redeveloped from the Old Lagos Central Library at Odunlami Street in Central Lagos with an assertion that in the State, innovation will drive the economy in the immediate and foreseeable future.

The Governor who spoke during the handing over ceremony added that in furtherance of this, the administration is setting up e-libraries in every new school just as it is putting e-laboratories in every old school where normal laboratories already exist.

He informed that so far, over 120 schools have benefitted from the scheme while another 20 are primed to benefit again, adding that Information Technology is a language of the future and of today that every child must be acquainted with.

Governor Fashola added that the objective is to ensure that all students in public schools before they leave secondary schools are already IT compliant before they gain admission into the University or seek placement in the job market.

He added that this has become expedient because Information Technology is the language of today and would much more become the language of tomorrow, stressing that it will be more important for an average student to know how to use a computer as it is vital to speak English or their mother tongue.

"Our initiatives are producing a lot of entrepreneurs now who are already standing tall on their own and of course you will see that the government is moving day to day from Information Technology as a basis for improved service delivery".

"You will see that in our Toll Free Emergency numbers- 767 and 112, our tax revenue and collection system, the e-tax card, our vehicle registration system -AUTOREG, our vehicle identification system-the Auto Inspector, our Health Management Information System- the HMIS, our land registry computerization through the use of Electronic Document Management System and of course our Public Service general personnel administration system through the Oracle database".

"That is not all that we are doing. The Lagos State Residents Registration Exercise which is the e-tag, e-card registration base for all residents of Lagos State that are over 18 and is already running its pilot stage while it would open registration to the public in a very short time. We have completed the Geographic Information System (GIS) by which we can now view and identify all piece of real estate, every house in this State and thereby respond to you better and serve you better", he explained.

The State Governor also informed that very soon, the State would start the issuance of electronic Certificate of Occupancy that is tamper proof and almost fault proof to replace the present one.

The Governor, who also recalled the history behind the former library which has now been transformed into the e-learning centre, described the centre as an innovative mix of the old and the new as new technology is springing up in an old building.

He described the successful completion of the structure, which was started during the administration of Asiwaju Bola Ahmed Tinubu and spanned several Commissioners and Permanent Secretaries like Mr Akin Doherty, Dr Femi Hamzat, Mr Adebiyi Mabadeje, Engineer Rotimi Pedro and Mrs Caroline Alaja Browne, as a relay race that was completed because all the actors set their eyes on the ball and remained steadfast.

He added that it would have been easy for the State Government to abandon the old building and construct a new one, but, according to him taking such a step would have been inconsistent with the urban renewal plans of the State Government.

Recalling with nostalgia the history of the area where the new e-library is located, the Governor said: "The block from this rectangle down to the Tafawa Balewa Square hosted the most important buildings in the whole of this country".

"This is where the whole of Nigeria was built. This is where the taxes were collected. This was where the first health centres were. This was where the prisons were, this was where the courts were. This was where so many things happened in this country. This was where Abuja was planned, in the premises, in this block. In this administrative, from CMS to TFS, that was the Governor General's Office was. This was where a lot of Nigeria's history was written and this library hosted a lot of the records that define the achievements and the decisions that took place here. So, we could not just walk away", the Governor added.

Earlier in his welcome address, the Commissioner for Science and Technology, Mr Adebiyi Mabadeje said in a growing economy such as Lagos, the impact and effective utilization of ICT in almost all facets of society still needs to be improved upon while the people need to make conscientious efforts to meet up with international standards and best practices.

He added that the facility would serve students, teachers, researchers, entrepreneurs and other people in search of knowledge as it would enable the use of various collections of electronic and printed materials provided in the library in a conducive learning environment for users.

According to the Governor, one of the reasons that informed the conceptualization of the project is the desire to continually improve interest in reading and research activities that should ordinarily attract the attention of students and youths.

The Governor later cut the tape to officially hand over the e-learning centre and also undertook a guided tour of the facility at the centre.

The ceremony was attended by members of the State Executive Council including the Commissioner for Education, Mrs Olayinka Oladunjoye, Establishment, Training and Pensions, Mrs Florence Oguntuashe, member of the State House of Assembly, Hon Wahab Alawiye-King, the Executive Chairman of the State

Me sef dey fear to use anything that's owned by Lagos government because you don't know which one attracts a charge. It just reminds me of some of the stories that some of my London friends tell me about how you pay for just about anything in London.

Tell your ignorant friend to pull their weight or get out of London since the City is not about to change for them any time soon. London is not about hideous opulence surrounded by numbing poverty. It is a City that tries to copes with the demand of a great number of people, from different parts of the world, by providing adequately for the needs of everyone. Naturally, a good amount of money will be required to do that.

Different systems works for different folks and it is patently foolish when Africans assume extremely populous Cities (like London, Lagos, Paris, New York, etc) should be run like rural Villages where everything is free. It is not by force to live in highly populous Cities like London and Lagos.

Maybe Fashola should start charging for the air Lagosians breathe, just like NYC and Paris. Dumb Africans . . . why cant they just be as enlightened as Gbawe and Fashola. After all, Fashola paid through his nose while growing up in Lagos, a city on the same scale and standard as other world cities.
