Former Minister of Finance Ngozi Okonjo-Iweala is to explain how about $250million of the $500million recovered from the family of the late Head of State, Gen.Sani Abacha, was withdrawn, The Nation learnt yesterday.
The cash was released to the Office of National Security Adviser( ONSA) without appropriation.
About $36,155,000 (N13,015,800 billion) out of the $250million was also withdrawn in cash “without any purpose” on March 2nd, 9th, 16th and 18th of 2015.
The Acting Chairman of Economic and Financial Crimes Commission (EFCC), Mr. Ibrahim Magu, has approved Mrs Okonjo-Iweala’s invitation. A letter of invitation has been sent to her.
According to a fact-sheet obtained by The Nation last night, detectives probing the whereabouts of the $500million have recommended that the ex-minister be interrogated.
A top source said: “Following preliminary findings, a strong recommendation was made to the Acting EFCC chairman for an interactive session with Dr. Ngozi Okonjo-Iweala.
“Magu has approved the invitation of the ex-minister. We have dispatched a letter of invitation to her. We are hopeful that she will respond.
“Her presence is necessary because there were issues about the $250million released especially why $36,155,000(N13,015,800billion) was withdrawn in cash.
“She needs to assist the EFCC team on what became of the balance of $250million which was yet to be traced.
“She has to explain why some of the funds were diverted to extraneous matters including media services, opinion polls and personal matters.”
In another position of the fact-sheet, the Office of the National Security Adviser in a memo on January 12, 2015, requested the former Coordinating Minister for the Economy and Minister of Finance, Dr. Ngozi Okonjo-Iweala to transfer $300million.
The memo said: “Please refer to our meeting on recovered funds. You are please requested to remit the sum of $300m and £5.5m to the following account being ONSA share as agreed.
In response, Okonjo-Iweala via a memo to ex-President Goodluck Jonathan requested for the release of $300m from Abacha loot to the former National Security Adviser(NSA).
But only $250million was released to the ex-NSA.
The memo explained that this is to enable the NSA’s office to purchase ammunition, security and other intelligence equipment for the security agencies in order to enable them confront the ongoing Boko Haram threat.
“This request is sequel to the meeting you chaired with the committee on use of recovered funds where decision was made that recovered Abacha funds would be split 50-50 between urgent security needs to confront Boko Haram and development needs (including a portion for the Future Generations window of Sovereign Wealth Fund).
“This letter is to seek your approval to borrow these funds, for now, to disburse to the NSA. These funds form part of projected FG Independent Revenue to be appropriated.
“In light of this and for accountability, given the peculiar nature of security and intelligence transactions, we would expect the NSA to account to your Excellency for the utilization of the funds.”
On January 29, 2015, the ex-President responded to the ex-Minister as follows: “CME/HMF, approved.”
But Okonjo-Iweala had in 2015 insisted that she had no case to answer.
She said: Former President Jonathan set up a Committee comprising of the former Minister of Justice, former NSA and the former Minister of Finance to determine how best to use both the returned and expected funds for development.
The NSA made a case for using the returned funds for urgent security operations since, he noted, there cannot be any development without peace and security. Based on this, a decision was taken to deploy about $322m for the military operations, while the expected $700m would be applied for development programmes as originally conceived. Following the discussions and based on the urgency of the NSA’s memo, Dr Okonjo-Iweala requested the President to approve the transfer of the requested amount to the NSA’s Office for the specified purposes. But, as captured in the memo, she insisted on three conditions: a. only a part, not the entire Abacha funds would be spent on the arms; the rest would be invested in developmental projects as originally conceived b. the money was to be treated as borrowed funds which would be paid back as soon as possible c. the NSA’s office was to account for the spending to the President who was the Commander in Chief, given the fact that the Minister of Finance is not part of the security architecture and does not participate in the Security Council. The attempt to link the former Minister’s name to any misuse of these funds for any purpose other than security as far as she understood it is totally false and cannot stand.” A former Chairman of the EFCC, Mallam Nuhu Ribadu had claimed that Abacha “took over $6 billion from Nigeria.” He also said $2 billion was recovered when he was in charge of the anti-graft agency.
information1: The Independent National Electoral Commission is considering burning unclaimed Permanent Voter Cards (PVCs) before next year’s general elections.
Dr. Rufus Akeju, the new Resident Electoral Commissioner (REC) in Ondo State told newsmen on Monday in Akure that INEC is considering the option since all attempts had been made in vain by the commission thorough sensitization campaign to reach out to the affected voters to collect their PVCs.
He said the commission was making efforts almost on a daily basis for voters to get their PVCs, adding that the commission may be compelled to resort to the burning of the cards or destroying them to check being used to manipulate elections.
The REC said that the burning process would be made public for all Nigerians to witness.
Akeju said in Ondo state, 1,659,186 people have been registered as eligible voters, and 1,288,722 cards had been distributed so far, adding that 370,464 PVCs are unclaimed.
He also said the commission was doing everything possible to ensure a credible election that would meet with global best practices.
“ We now have new and improve data capturing for moderate and effective capturing.
“We have introduced additional card readers in case one is malfunctioning in a particular unit,’’ he said.
The REC solicited the support of all journalists in the state, saying they remain major stakeholders in educating the general public.

He, however, urged journalists to report accurate stories they gather from INEC offices in the state without bias.
The Chairman of the Nigeria Union of Journalists (NUJ) in the state, Mr. James Sowole, promised that the union would continue to support the commission in its activities.

The first leg of the wedding took place on March 3rd in Kano while the last leg of the wedding took place in Ibadan, Oyo state over the weekend.

This was confirmed in a statement signed by the board’s spokesman, Fabian Benjamin, on Tuesday.
He said candidates who paid and obtained pins but have not been able to register, have 24 hours to complete their registration.
“The Joint Admissions and Matriculation Board (JAMB) wishes to inform the general public that the sale of 2018 UTME application is closed. “However, the public is urged to note that all candidates who paid and obtained pins and could not unsuccessfully register at the close of sale are allowed to quickly within 24 hours complete their registration as no complaints would be entertained afterwards. “For purposes of emphasis, this applies to only candidates who had initiated registration processes and have paid and procured the registration epins but could not register at the close of sales. “Take note that candidates are not to generate any profile code for the purpose of 2018 UTME registration as doing so would have no effect and a waste of time and resources,” the statement read. Benjamin also said over 1.6million candidates applied within the three months that registration was open. “The board commenced the sale of the 2018 UTME registration on the 6th of December 2017 and was to close on the 6th of February, 2018 but extended to 11th of February, 2018. “At the close of pin vending a total of 1,662,818 candidates paid and obtained the epins while 1,650,547 had successfully registered for the 2018 UTME. The difference are the numbers outstanding who have not registered but are holding the epins and are now allowed to register within 24 hours,” he added.

akelicious: Crude oil prices thursday hit their highest since December 2014 after the United States crude oil inventories posted a 10th straight week of declines and as the dollar continues to weaken.
International benchmark Brent futures settled at $71.12, above the three-year high of $70.37 reached on January 15, 2018. US West Texas Intermediate (WTI) crude oil futures climbed to 66.22 dollars per barrel in early trading, also the highest level since early December 2014.
WTI first reached its highest since December 2014 on January 16 at $64.89.
Healthy world economic growth prospects and expectations for continued production curbs by the Organisation of Petroleum Exporting Countries (OPEC), Russia and their allies have continued to boost oil prices.
The International Monetary Fund (IMF) last Monday revised upward its forecast for world economic growth, which could help demand the for petroleum products.
This is coming as OPEC, Russia and other producers continue their supply-cut agreement which began in January 2017 and is due to run until the end of 2018.
OPEC’s main objective for the cuts is to eliminate a global surplus in oil stocks and rebalance the market. There is some expectation that OPEC will let the agreement expire at the end of 2018, but major producers have not yet suggested that this is in the offing.
The sharp plunge in Venezuelan production is offsetting increases from the United States, which is on the cusp of breaking its all-time production record of 10.04 million barrels per day.
Venezuela’s output fell to a meagre two million bpd in 2017, far short of expectations for 2.5 million bpd, and the International Energy Agency said it could keep declining in 2018.
In foreign exchange markets, the US dollar hit its lowest level since December 2014 against a basket of other leading currencies. A weakening dollar often results in financial traders taking investment out of currency markets and into commodity futures like crude oil.
Oil traders had said the prices were unlikely to fall far due to risks to supply disruptions. In Nigeria, the militant group Niger Delta Avengers (NDA) had threatened to launch attacks on the country’s oil sector in the next few days.
The militant group had warned the Nigerian Government to brace up for another round of attacks that it would soon unleash on oil and gas facilities in the country.
The group had also stated that with the recent killings across the country, the time was ripe for the restructuring of the country. Reuters quoted analysts as saying that rising oil prices would likely start to have an inflationary effect.
Looming over the generally bullish oil market has been US oil production, which is edging ever more closely towards 10 million barrels per day (bpd), hitting 9.88 million bpd last week.
US output has grown by more than 17 per cent since mid-2016, and is now on par with that of top exporter Saudi Arabia. Only Russia produces more, averaging 10.98 million bpd in 2017.
Meanwhille, the Nigerian Petroleum Development Company (NPDC), one of the upstream subsidiaries of the Nigerian National Petroleum Corporation (NNPC), has said it will increase its daily crude oil production to 500,000 barrels per day (bd) before 2022, from the 200,000bd it currently produces.
The Group Managing Director of the NNPC, Dr. Maikanti Baru, disclosed this new crude oil production target of the NPDC when he inaugurated its board of directors in Abuja.
According to a statement from the Group General Manager, Public Affairs of the NNPC, Mr. Ndu Ughamadu, yesterday Baru, who is the chairman of the board, however charged its officers to grow the company’s assets and ensure that the 500,000bd oil production target is met by 2022.
He disclosed that the company was currently supplying 50 per cent of the gas needed by the West African Gas Pipeline, adding that it was necessary for it to have more gas assets.
He said the NPDC’s Memorandum of Understanding (MOUs) with host communities should be tied to the availability of the gas lines, saying: “As stakeholders, they share in both our success and losses as well.”
The statement also quoted the Managing Director of NPDC, Mr. Yusuf Matashi, to have said at the inauguration that from the growth the company had witnessed since 2016, the 500,000bd target would be realised by 2022.
Matashi said the board came at an appropriate time, adding that it would address issues of processes and procedures necessary to drive a major oil company like the NPDC, while assuring it of the commitment of the company to the growth target.
The statement said the NPDC currently produces about 200,000bd of oil and would according to its work programme, increase it to 300,000bd in 2018.
