Bandits have abducted several female students of Federal Government Girls College Yawuri in Kebbi State.

A source who pleaded for anonymity remarked that the bandits broke into the school premises on Thursday afternoon in police mufti.

“They pointed a gun at the school guards and asked them for the girls’ hostels.”

He said, “Before you know what was happening the bandits invaded the school and started abducting female students.”

According to him, the bandits took several students out of the school, adding that the number of students that were abducted is not known to the school authorities.

ADDRESS BY HIS EXCELLENCY MUHAMMADU BUHARI PRESIDENT AND COMMANDER-IN-CHIEF OF THE ARMED FORCES OF THE FEDERAL REPUBLIC OF NIGERIA DURING HIS OFFICIAL VISIT TO PERSONNEL OF THE ARMED FORCES AND OTHER SECURITY AGENCIES IN OPERATION HADIN KAI, 17 JUNE 2021

I am delighted to be with you this afternoon, to address you on this special occasion of my official visit to Borno State. I want to seize this opportunity to put it on record that our nation will forever be indebted to you, for your patriotic commitment to the defence of our fatherland against insurgency and criminality.

2. I therefore commend you and remember all the personnel who have paid the supreme sacrifice in ensuring that Nigeria remains an indivisible and secure entity.

3. As I send my heartfelt condolences to the families of our fallen heroes and pray for the souls of the departed, I want to assure you that this administration will spare no effort or resources to ensure that the widows and children of our fallen heroes who paid the supreme price in defence of our beloved country, are well cared for.

4. Furthermore, we will continue to ensure that our wounded comrades get the best medical attention towards their full recovery.

5. While acknowledging your collective efforts at decimating and degrading the terrorists and reaffirming the inviolable sovereignty of our nation, I also wish to extol your steadfastness and untiring efforts in the face of the difficulties you experience in the Theatres of Operation.

6. Your collective efforts have resulted in the relative peace being enjoyed in the region today. Under my watch, the Armed Forces of Nigeria have been provided a firm strategy and clear sense of direction to safeguard the sovereignty and territorial integrity of the country.

7. We should not allow our adversaries the opportunity or breathing space to challenge or undermine our national interests and core values. The defence and security agencies should rest assured of the Federal Government's unalloyed commitment to winning the battle against terror and criminality.

8. I am particularly happy to note the increasing understanding and cooperation within the military, as well as the inter-agency cooperation in the fight against the terrorists and other criminal elements in the North East.

9. The outcome of this synergy is evidenced by the successes recorded in the ongoing Operation TURA TAKAIBANGO which has so far degraded the insurgents’ capabilities in the Timbuktu Triangle, Sambisa Forest and the Lake Chad Region. I am therefore pleased to acknowledge that the military and other security agencies including civilian stakeholders are adhering to the true spirit of Operation HADIN KAI which implies “jointness, synergy and cooperation.”

10. By pooling together, the collective resources and comparative advantages of the Armed Forces and other security agencies, we hope the enemy will now feel the ferocity of our firepower and the weight of our resolve.

11. Side by side with the efforts of the Armed Forces and security agencies, this Administration is developing a strategy for post-war reconstruction and peace-building. Concerted efforts are being made to fast-track re-construction and development programmes in the affected communities in the North East.

12. I am hopeful that this will lead to the speedy resettlement of displaced persons, as well as the restoration of bubbling community life as the people return to their homes.

13. Alongside investment in development and reconstruction, we will sustain our investment in the Armed Forces in a manner that balances the "carrot and stick".

14. Several interventions by this government have led to the procurement and delivery of large consignments of critical combat enablers, including high calibre weapons and ammunition.

15. Many have been injected into the Theatre and soon other equipment that have just arrived the country would also be deployed to the Theatre of operations. Much more equipment will be procured for the Armed Forces to cater for both the short and long-term requirements.

16. I would like, at this point to also commend the hierarchy of our Armed Forces for their strategic foresight in ensuring that some of our critical military equipment are fabricated locally.

17. The repairs and maintenance of some of these vital weapons are now being carried out in the country thereby saving the nation a lot of foreign exchange and also creating jobs for our teeming population.

18. As personnel of our Armed Forces and security agencies, you must understand that these items of equipment must be put to good use against the terrorists and other criminal elements. There is no room for complacency, and no need to be less than 100 per cent alert at all times.

19. As your Commander-in-Chief, I want to assure you that this government will continue to work towards the provision of timely funding and procurement of equipment for the Armed Forces and other security agencies. This is intended to boost the prosecution of the ongoing war to a logical conclusion and also to serve our collective interests and well-being.

20. In addition, your welfare is of utmost importance and concern to this government. I am glad that the gradual rotation of the troops in the field has commenced, as I directed. I am sure that this will minimize and possibly eliminate battle fatigue, as well as enhance troops’ morale.

21. I now wish to thank you for your unalloyed loyalty and selfless sacrifices towards the defence of our country. Your courage and gallantry will continue to inspire others, as they echo into the future.

22. While I commend your resilience, let me remind you that there is still a lot of work to be done, to completely restore peace to the North East, stem the activities of armed bandits in the North West and North Central, as well as deal with other security challenges across the country.

23. You must therefore remain steadfast and see this war to a conclusive end. In doing so, you must rely on interagency cooperation, strengthen your cohesion with the troops of neighboring Republics of Cameroon, Chad and Niger in our collective fight against the terrorists, under the auspices of the Multinational Joint Task Force. This will consolidate our efforts and facilitate the speedy return of peace and stability to the region.

24.​ Once again I salute your courage and wish you the best, as you continue to make Nigeria proud.

Casmir Ibegbulem, an oil worker who was arrested and detained by the Imo State Police Command, after a raid for unknown gunmen, has narrated his ordeal in detention, saying the police locked him up in an underground cell and demanded N10 million as his bail. Ibegbulem, who was labelled and paraded as an Eastern Security Network (ESN) gunman and member of the Indigenous People of Biafra, did audio after his release, narrating how the army waylaid him, transferred him to the police who then brought all of them to the Federal Capital Territory, Abuja, where they were locked up in an underground cell.

SaharaReporters on June 3 reported that the 40-year-old oil worker and father of one, who was wrongly raided and paraded as one of the unknown gunmen, had been released after this newspaper reported about him and others.

Ibegbulem is a “Permit Holder” staff of an oil company at Bonny Island in Bayelsa State and a native of Ogwa Community in Mbaitoli, Imo State.

He had returned to Imo State for the burial of his in-law, which was to take place on May 28 but was arrested in Owerri on May 25 when he came to pick up some personal items needed for the burial.

Police patrol personnel had pounced on him at gunpoint and arrested him.

“He was paraded same evening alongside four others. Ibegbulem is married to Onyekachi who is seven months pregnant,” SaharaReporters had exposed in its report.

In the audio he did after his release, Ibegbulem narrated his sordid ordeal in the hands of the police.

He said, “With little or no investigation when they raided us, they tied me and others and drove straight to the State Criminal Investigation Department at Owerri. We were beaten and molested, with our phones off and no sort of communication to any loved ones.

“Two days later, we were asked to enter a vehicle, and it was after we crossed Onitsha, that they told us we were being transferred to Abuja. Immediately we landed in Abuja, we were sent to an underground prison.

“While there, I was scared and hopeless, hoping that a miracle would happen. Later the Investigating Police Officer (IPO) in charge of my file, summoned me and told me my case was a serious IPOB case, more like a kidnapping case. He asked me if my people could afford to pay N10 million as bail. I insisted I would not pay.

“I was bargaining for N800,000. On the second afternoon, I was fortunate to come across my uncle – a military officer who came around to the police headquarters in Abuja. He was shocked because he wasn't expecting anybody, due to the lapse in communication.

“That was how they worked out my bail. On the next day, I wrote a statement for the first time and I was granted bail.”

A report by the International Society for Civil Liberties and Rule of Law, a civil society and research group, had detailed how the police and the army raided South-East residents and labelled them as IPOB (Indigenous People of Biafra) and ESN members.

“In all these, we have received over 100 phone calls and messages from members of the public testifying in favour of the abducted and slain citizens named above. Intersociety hereby calls on the Nigeria Police Force and Nigerian Army to immediately and unconditionally release all the citizens arrested illegally.

“We urge them to desist from the perpetration of frame-ups and trumped-up allegations or charges, abductions and disappearances, extrajudicial killings and other forms of genocidal operations going on in the South-East,” Intersociety had said.

The Central Bank of Nigeria, CBN, says it is ready to mint the Gambian Dalasi at the Nigerian Security Printing and Minting PLC (NSPMC) facility when both parties sign the deal.

Mr Godwin Emefiele, the CBN Governor accepted the proposal by the Governor of Central Bank of Gambia, Buah Saidy to mint the country’s currency.

The CBG Governor made the proposal on Tuesday when he led a top delegation of the Gambian apex bank to Godwin Emefiele in Abuja.

According to Buah Saidy, the officials embarked on a two-day visit to Nigeria to learn from the capacity of CBN in a bid to improve on their own structure.

“The reason we are here is that when I took over as the Central Bank Governor, I realised that we have certain weaknesses, and to address those weaknesses, there is no better place than the Central Bank of Nigeria, that is why I brought my team to Abuja,” he said.

Mr. Emefiele who pledged to grant their demands, said, “we are willing to assist in printing your currency. We can be extremely competitive in terms of cost”.

COVID-19 causes a global rise in civil unrest

• Violence cost $14.96tr to the global economy

• Could take poorest countries a decade to recover from COVID-19 impact

The 2021 Global Peace Index (GPI) has ranked Nigeria 146 among 163 independent nations and territories, according to its level of peacefulness. Nigeria moved one step from 147 in 2020, though it still ranked eighth among the least peaceful countries in Africa after South Sudan, Somalia, the Democratic Republic of the Congo, Libya, Central African Republic, Sudan and Mali.

In the report released yesterday, Nigeria finished with 2712 points and was graded low on the state of peace out of very high, high, medium, low and very low on the chart.

The GPI, produced by the Institute for Economics and Peace (IEP), measures the state of peace in countries. It assesses countries in three domains, including the level of societal safety and security, the extent of ongoing domestic and international conflict and the degree of militarisation.

Describing the situation, the report said Nigeria continues to face challenges on both safety and security and ongoing conflict domains. The conflict between government forces and Boko Haram in the Northeast led to an estimated 1,606 people killed in 125 fatal incidents in 2020, making an average of 13 deaths per violent event in the Boko Haram insurgency of last year.

“Over the last year, the country has recorded further deteriorations in militarisation and ongoing conflict and an overall deterioration in peacefulness,” the report added.

The data also recorded that civil unrest in sub-Saharan Africa rose by more than 800 per cent over the period with Nigeria accounting for the highest number of demonstrations and the most increase in civil unrest.

The 15th edition of the GPI also measured the effect of the COVID-19 pandemic on peace. This looked especially at the impact of the pandemic, and in particular, how its economic consequences will increase the risk of severe deteriorations in peace over the next few years.

Civil unrest rose 10 per cent globally, driven by the coronavirus pandemic. The pandemic caused a global rise in civil unrest and political insecurity, according to the GPI report. There were 14,871 violent demonstrations, protests and riots recorded globally in 2020.

The report said COVID-19 was a “multiplying force” in future political instability and civil unrest. It added the level of this unrest going forward is likely to hinge on the speed and effectiveness of economic recovery. Countries with less debt and higher levels of positive peace were more likely to recover faster.

Iceland remains the most peaceful country in the world, a position it has held since 2008. It is joined at the top of the index by New Zealand, Denmark, Portugal and Slovenia. Mauritius is the most peaceful African country ranked 28th, followed by Ghana (38), Botswana (41), Sierra Leone (46) and The Gambia (53).

Afghanistan remained the world’s least peaceful country in the world for the fourth year in a row, followed by Yemen, Syria, South Sudan and Iraq.

At the presentation of the report held virtually, Steve Killelea, CEO of the IEP said: “There has been a very slight decrease in peacefulness in 2020. That was mainly caused by an increase in the number of violent demonstrations and the levels of political instability. This year’s results show that the average level of global peacefulness deteriorated by 0.07 per cent, which is the ninth deterioration in peacefulness in the last 13 years.

“Part of that was fuelled by lockdowns from COVID-19 and the economic issues that followed. India, Eastern Europe and the United States showed the most deterioration on that level due to the rise in demonstrations over coronavirus-related restrictions.”

2020 will be etched in human memory as the ‘Year of Protests and Pandemic’. #EndSARS protest against police brutality in Nigeria reverberated across the world the same way the #BlackLivesMatter jolted the world in response to the George Floyd incident in the USA.

According to Killelea, the effect of the pandemic has been mixed. “Initially, we saw a drop in the number of homicides and violent crimes as lockdowns were put in place. But that changed after a period of time. It is still too early to fully gauge the long-term effects of the pandemic on peace,” he said.

In 2020, the world witnessed almost 15,000 violent protests and riots. The damage it caused came with a hefty price of about $15 trillion or 11.6 per cent of the world’s Gross Domestic Product (GDP). Among those, more than 5,000 were pandemic-related and were recorded between January 2020 and April 2021.

The economic impact of violence to the global economy in 2020 was $14.96 trillion in purchasing power parity (PPP) terms. This figure is equivalent to 11.6 per cent of the world’s economic activity or $1,942 per person. The economic impact of violence increased by 0.2 per cent during 2020.

This was mainly driven by an increase in global military expenditure, which rose by 3.7 per cent, however, the economic impact of terrorism fell by 17.5 per cent.

The $14.4 trillion is equivalent to the entire economy of China. If humanity were to reduce violence by 10 per cent per annum, the savings of $1.4 trillion would equate to adding an economy the size of Russia or Brazil every year to the global fold.

During the onset of the COVID-19 pandemic, 255 million full-time jobs were lost. However, among high-income countries, nations that operated with high levels of Positive Peace had the enabling environment to protect their workforces from the worst impacts of the pandemic.

According to World Bank estimates, the global economy shrank by 4.3 per cent in 2020, wiping out trillions of dollars, as countries already facing economic hardship sank further into debt. A report by Oxfam International estimates that it could take more than a decade for the world’s poorest to recover from the economic fallout of the pandemic.

Other key findings from the report are: There was an increase in military expenditure as a percentage of GDP for the second straight year, with 105 countries deteriorating on this indicator. Despite the overall deterioration on the safety and security domain, there were a number of indicators that improved, including the internal conflict and terrorism impact indicators. Deaths from terrorism have been decreasing for the past six years.

A female student of Federal Government College, Birnin-Yauri, Kebbi state, who escaped the attack on the school on Thursday, says she doesn’t think the gunmen are Nigerians.

On Thursday, gunmen stormed the school in motorcycles and reportedly kidnapped many students.

During the attack, police officers on the ground were said to have been overpowered, leading to the death of a an officer.

Some teachers were also said to have been kidnapped alongside the students.

Speaking after the attack, the female student said two of her schoolmates, who sustained gunshot injuries during the attack, are currently receiving treatment.

She noted that some of the students were released by the gunmen, while others were taken away.

“They took four teachers — Mr Kabantyok, Mallam Bash, the security officer, and the VP, student affairs; they took Mr Jekonia, that tall man in the primary school, and they took his wife,” she said.

“They took some students. They shot one SSS 3 boy. They shot two students. I think they are under treatment now.

“They took SSS 1 and SSS 2 students, mostly girls and those people (referring to the gunmen), I don’t think they are from Nigeria at all because my mum and I hid.”

The Kebbi incident is the latest on the list of attacks on schools across the northern part of the country.

We were able to capture multiple BH commanders and rescued hundreds of civilians but failed or didn't spot credible info?

My opinion is very serious lapses, poor intelligence gathering amongst others.

There are indications that two teachers and six students of Federal Government College (FGC) Yauri have been rescued.

The teachers and students were reportedly rescued after security operatives reportedly launched manhunt of the bandits immediately their attack on the school.

The state government and police authorities have yet to issue an official press statement following the event, which reportedly left roughly 30 pupils and the Vice Principal missing.

When I came into Borno I was so scared to visit crowded places like markets, but I eventually adapted to it until now it no longer scares me.

The Joint Taskforce of Operation Hadari Daji in the North-West Zone on Friday engaged bandits who stormed a secondary school in Kebbi State and has rescued four students and a teacher.

It was earlier reported that bandits struck in Kebbi State on Thursday and kidnapped some students and four others at the Federal Government College Birnin Yauri, Kebbi.

However, the troops from Operation Hadari Daji have succeeded in rescuing some of the abductees.

The Deputy Force Commander, Air Commodore Abubakar Abdulkadir, on Friday told reporters that the troops engaged the abductors in a gun battle, Channels reported.

As a result of the heated duel in the early hours on Friday, the bandits were forced to abandon five students and a teacher.

Sadly, one of the students who was unidentified later died, though no detail was given on how the death occurred.

Abdulkadir said, “In the early hours of this morning, we came across the kidnappers. They came to our blocking point, and we engaged them.

A federal high court in Abuja has affirmed the power of the president to extend the tenure of a retiring inspector-general of police (IGP) pending when the process of appointing a successor is completed.

President Muhammadu Buhari had on February 4 extended the tenure of Mohammed Adamu as inspector-general of police by three months after he clocked the mandatory 35 years in service on February 1.

Maxwell Opara, a legal practitioner, subsequently took the president and IGP to court, contending that by virtue of section 215 of the Nigerian constitution and section 7 of the Nigeria Police Act, 2020, Adamu cannot continue to function as the IGP, having retired as a serving member of the force.

In his defence, the IGP told the federal high court that the new Nigeria Police Act gave him a four-year tenure, which would only lapse in either 2023 or 2024.

Supporting Adamu’s position, President Buhari and Abubakar Malami, attorney-general of the federation — who are the second and third defendants in the matter — told the court through their lawyer that the law permits the IGP to remain in office until either 2023 or 2024.

In his judgment on Friday, Ahmed Mohammed, the presiding judge, held that since the constitution and the police act empower the president to appoint an IGP, by implication, he could extend the tenure of a retiring IGP before concluding the required consultation with the police council and other processes required for the appointment of a substantive replacement.

The judge also observed that the constitution and the police act are silent on the issue of whether or not the president could extend the tenure of a retired IGP.

Alkali Usman Baba has since been appointed as the acting IGP.
