Secondly, why start construction of a project this year that it's budget hasn't been approved yet. That an impeachable offence.
Thirdly, how come they got BPE approval without a prototype and for a project that has not been approved for next year budget this year.
Every government budgeting and adminstrative process has been bastardized by this administration. The government will be an emperor, forget democracy, we are completely finished.
