No mention of how a net exporter of raw materials will get more money to share to states and LGs.
And dont even get started on taxation. What is certain type of taxes? Why does successive governments in this country believe that taxation is the magic bullet with which it could solve the nation's revenue problems?

Each time government talks about revenue increase, it immediately thinks in terms of taxation – increase in taxes, deepening of taxes, widening of tax nets, plugging of tax seepage. All those are fine alright, but only insofar as government addresses the second critical duty of government, namely; to ensure that citizens are employed in the first place. There must be twice as much emphasis on jobs as there is on taxation for governance to see clearly; to be responsible and to be able to make realistic projections. Sadly, in this part, Job creation is treated like some fanciful afterthought of a merciful government here, something thrown in like some act of personal goodness and not the second leg that the government stands on.

Job creation must come before tax gathering because basically, you cannot tax unemployed people. You also cannot reasonably tax businesses that come with their own infrastructure and run the gauntlet of lawlessness; companies who barely have recourse if something happens and they need strong law enforcement and an impartial judicial process. You cannot reasonably tax companies that build their own roads, buy their own transformers, string their own power cables, provide their own security and must still pet their host communities with handouts. You can only impose levies on them using government’s muscularity and that will amount to the encouragement of bad corporate behaviour and imposition of punishment on productivity. And here is why deep beneath, emphasis on taxation in our kind of climate is just blood drawing: the government is cutting large blood vessels and bleeding the life out of businesses and it calls it taxation.

Giving more money to the LGs will not make the State Govs not hijack it as it is been done now by all Governors, I mean all.

Every month, the FG tells you how much they give States from FAAC, have you seen any Gov publish how much they give to LGAs?
The Govs will fight LG Autonomy like they have always done.

In his younger days as a Governor, he was one of those who also didn't support it. Do you know that of all the States that have submitted their resolutions on the Constitutional Amendment Bill Lagos State is the only State that rejected LG Autonomy Bill?

My earlier comment was addressing the point you raised that he won't do it.

As to the issue of LG Autonomy, I don't think that is needed for a state like Lagos with the kind of phased developmental model that it operates (a bit similar to the Chinese development model) which is usually cut across multiple LGs while being planned centrally. Hence, granting LG Autonomy means that the State Government can be held to ransom by respective LGs when there are political differences.

As to whether LASG dabbles into LG funds, I can't comment on that since I don't have incontrovertible proof alluding to such practices.

I personally have been in quite a number of LG secretariats in Lagos, and I can attest that in terms of funding and the kind of projects those LGs executed, Lagos LGs are one of a kind in Nigeria.

That's someone that believes in decentralization and local government autonomy, he fought the federal government to a stand still during his tenure . He had to improvise by creating LCDAs in Lagos coz of legal restrictions. This is someone that's promising what he has done in the past and it's successfully impacting Lagos state growth.
Today local government secretariat in Lagos is busier than some state government secretariat.

Unlike the others promising decentralization but didn't conduct local government elections until his last year in office and his boss was the vice president that fought Tinubu against local government creation.
Nigerians should know those that are promising what they didn't do with their previous offices.
We should differentiate con men from politicians.

In Lagos, the LCDAs more or less generate their money thru taxes and other means but in this case, he wants to hand down money to them. With the way our govs and local govt officials squander money I don't think this is a good idea at this time. The problem of out states and local govt is not necessarily a lack of funds but too much pilfering. The more money you give the bigger the stealing. Tinubu should think of how to make the process of electioneering simple and cheap to allow technocrats and pple with ideas to participate.

There's no greater precedence than Lagos itself, no matter how much anyone hates Tinubu, we cannot deny the fact that he knows how to open up the economy, either for his own selfish interest or the interest of his supporters, the koko be say his motto is chop make I chop. Local governments were split into two or three to generate more funds, more development and most importantly increase accountability. Lagos IGR grew over 7000% since 1999, the next closest state can't even boast of 800%, no be juju be that?

Reliance health has raised $40m it the largest series B round in Africa. The founders Femi Kuti, Opeyemi Olumekun and Matthew Mayaki are probably around your age, maybe even younger. So many young people are doing well.

Sit down there and be gripping about Lagos while the city keeps moving. People keep saying it was FCT hahaha - lagos has not been FCT for 37 years and of those 37 years it has been ruled by the same party nor 23 years. May yours not be like those doubters in 2 Kings 7:1-20. That's my prayer for you.

Don't you think the states need money to be productive? First, money should be allocated to states; they use the money for developmental purposes, then they become financially independent.

After the states are developed, monies will start flowing from the states to the federal to fund those sectors that bind us together like the military, customs, immigration and others except the police which I believe the states should be in control.

Reduction in the items in the exclusive list would allow the states and LGs to generate more monies for speedy development.

I said he won't do it because LG Autonomy is a Constitutional matter. It is not something he will come then say he will give more powers to LGAs, he cannot. He will run foul of the Constitution...

As I speak to you 25 Govs have mandated their State Assemblys to abandon the Constitutional Amendment Bill until State Police is added and the LG Autonomy Bill is reviewed. It's obvious it won't be passed under Buhari.

I don't agree.
1. Lagos is one State out of 36.

2. LG Autonomy is the best thing to happen. It is not heavily felt in a State like Lagos and perhaps Abuja because these States have money. Trust me, you will see more developments if LGAs can be able to have autonomy. There will be healthy competition amongst the LGAs. One of the reasons we are failing as a nation is because consecutive 36 Emperors have abandoned the LGAs.

3. When you say hold the States ransom, is it for good or for bad? We have seen situations where States have held the FG to ransom? Now, the States have been holding the LGAs to ransom since 1999, is it for the better?

As to whether LASG dabbles into LG funds, I can't comment on that since I don't have incontrovertible proof alluding to such practices.
Every Governor plays with LG funds, it is an open secret.
See, there is what we call a State Joint LGA Account. When money is dropped there monthly from FAAC, it is now left for the Governors to play with it as much as they want.

During the OBJ/Lagos wahala, OBJ wanted to pay directly to accounts of LGAs to force Lagos abandoning the LCDA matter... The Lagos State Govt led by Alh Femi Okunnu, Osinbajo, Fashola, Ipaye and about 15 other lawyers approached the Supreme Court and got victory. The SC told the FG to drop it inside the State Joint Account and forget how it will be used, it's not their business.

If Lagos had taken the lead for LG Autonomy, then I could have been partly believing him.

And where is the money going to come from. This is a clear indication that some aspirant are visionless. For how long will the central government continue to send subvention to states? Why can't we encourage each state to harness their resources and pay 50% to the central government.? Soon and very soon the central government will not be able to carry on such burden. Why can't we think?
