No he's not. He's comparing one part of the country to the other as if there's not enough divisiveness going around. So, why they give them admission, they keep sitting for WAEC to make up for the papers they didn't have before graduation.

This is what is happening in the north. At the end of the day, they become the general managers in both state and government owned institutions. And we are wondering why these institutions are not properly managed.
