Is not thesame 13,000 maybe cause you are going to a second semester and 23,000 because he is going for a new level

Changin level or not does not really matter. U can graduate in 2 semesters provided dat ur 400l and 300l 2nd semester credit unit courses left are not more than 48 units.

How many courses did you missed in your 300 Level Second-Semester ?...

What you intend to do is possible... Provide you do those courses that you missed before you graduate next year....

No UTME is needed all you need is your SSCE.
Don't know the exact figure but it should be between 50-60k (exam registration not included ) for registration and course registration.
